Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />Land Need <br />Establishment and change of urban growth boundaries shall be based on the following: <br />(1) Demonstrated need to accommodate long range urban population, consistent with a 20-year <br />population forecast coordinated with affected local governments; and <br />To determine the employment land needs of its long range population, Eugene has studied the 20-year <br />period between 2012 and 2032. Where a population figure is needed, consistent with Oregon Laws 2013 <br />c.574 §3, Eugene has relied on the coordinated population forecast for Eugene prepared by PSU and <br />adopted by Lane County in June 2009. That forecast is located in the Eugene-Springfield Metropolitan <br />Area Plan. However, State laws and rules do not refer to the population forecast to determine <br />employment land need. OAR 660-024-0040(9) sets out some optional "safe harbors" for determining <br />employment land need. Eugene is relying on the safe harbor at OAR 660-024-0090(9)(a)(A), which <br />provides a method for determining Eugene's employment growth rate by assuming that the current <br />number of jobs in the Eugene urban area will grow during the 20-year planning period at a rate equal to <br />"the county or regional job growth rate provided in the most recent forecast published by the Oregon <br />Employment Department." See Chapter 5 of the Eugene Economic Opportunities Analysis located at <br />section II of the Envision Eugene Employment Land Supply Study. <br />The City relied on information obtained from the three school districts and Eugene Parks and Recreation <br />documents within the Eugene UGB to determine their facility needs over the 20-year planning period. <br />These are described in more detail in the UGB Expansion Analysis for School Land and UGB Expansion <br />Analysis for Park Land located at Appendices A and C to these Findings. <br />(2) Demonstrated need for housing, employment opportunities, livability or uses such as public <br />facilities, streets and roads, schools, parks or open space, or any combination of the need <br />categories in this subsection (2). In determining need, local government may specify <br />characteristics, such as parcel size, topography or proximity, necessary for land to be suitable for <br />an identified need. <br />The UGB established by this ordinance is based on a demonstrated need for employment opportunities, <br />schools, parks and the facilities needed to serve those uses. (Residential land supply and demand are <br />addressed through a separate ordinance with separate findings.) In determining the need for such <br />employment, park and school land, the local governments have specified characteristics necessary for <br />land to be suitable for an identified need. <br />For employment, those characteristics are described in Chapter 6 of the Eugene Economic Opportunities <br />Analysis located at section II of the Envision Eugene Employment Land Supply Study. They are <br />considered in the evaluation of land for inclusion in the UGB. See the UGB Expansion Analysis for <br />Employment Land at Appendix B to these findings. <br />Suitability characteristics for the needed school site for Bethel School District are discussed in section III <br />of the UGB Expansion Analysis for School Land attached at Appendix A to these Findings.
