Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />Although most areas in Eugene are well served, the Parks, Recreation and Open Space Project and <br />Priority Plan identifies several specific areas within the community that are deficient in parks and <br />recreation opportunities, and includes strategies to acquire and develop additional needed facilities. The <br />Santa Clara area is underserved by parks, and does not have any community parks. The Bethel area is <br />also identified as an underserved area for parks. <br />The Parks, Recreation and Open Space Project and Priority Plan includes strategies to acquire and <br />develop a community park sites to serve the Santa Clara and Bethel areas. Community parks are <br />intended to be developed for active and passive recreation, and typically include children's play areas, <br />basketball courts, open play areas, reservable picnic areas, gathering spaces, restrooms, ball fields, <br />pathways/trails, natural areas, off-street parking, transit access and bicycle parking. These parks need to <br />be within the urban growth boundary so they can served by city facilities, including wastewater, water <br />and stormwater. <br />Parks are also addressed under Statewide Planning Goal 14, governing the establishment and change of <br />urban growth boundaries based on, in part, the need for parks or open space. See "UGB Expansion <br />Analysis for Park Land" at Appendix C to these findings for additional details regarding the City's need <br />for additional park land. <br />State statutes (e.g. ORS 195.120, 195.125) impose no park planning requirements on the City. The City's <br />actions do not implement a master plan for a particular park and, therefore, state administrative rules at <br />OAR 660-0034 also impose no requirements. <br />Statewide Planning Goal 9 - Economic <br />Development <br />OAR Chapter 660, Division 9 <br />Statewide Planning Goal9-- "To provide adequate opportunities throughout <br />the state for a variety of economic activities vital to the health, welfare, and <br />prosperity of Oregon's citizens." <br />Goal 9 requires the City to provide, through its comprehensive plan, at least an adequate supply of sites <br />of suitable sizes, types, locations, and service levels for a variety of industrial and commercial uses.
