Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />Statewide Planning Goal 7 - Areas Subject to <br />Natural Hazards <br />Statewide Planning Goal --"To protect people and property from natural <br />hazards." <br />The State has not yet adopted specific requirements for complying with Statewide Planning Goal 7. In <br />determining which areas are appropriate for future development and, therefore, included on the City's <br />BLI, the City considered the existence of natural hazards in terms of slope and flood hazards, eliminating <br />areas with such hazards from the inventory. Existing regulations intended to address hazard areas in the <br />context of proposed developments will continue to apply. <br />Statewide Planning Goal 8 - Recreation Needs <br />Statewide Planning Goal8 "To satisfy the recreational needs of the citizens of <br />the state and visitors and, where appropriate, to provide for the siting of <br />necessary recreational facilities including destination resorts." <br />Goal 8 focuses on the provision of destination resorts. However, it does impose a general obligation on <br />the City to plan for meeting its residents' recreational needs: "(1) in coordination with private <br />enterprise; (2) in appropriate proportions; and (3) in such quantity, quality and locations as is consistent <br />with the availability of the resources to meet such requirements." <br />Goal 8 provides that "Recreation Needs refers to existing and future demand by citizens and visitors <br />for recreations areas, facilities and opportunities." Goal 8 also provides that "Recreation Areas, Facilities <br />and Opportunities provide for human development and enrichment, and include but are not limited <br />to: open space and scenic landscapes; recreational lands; history, archaeology and natural science <br />resources; scenic roads and travelers; sports and cultural events; camping, picnicking and recreational <br />lodging; tourist facilities and accommodations; trails; waterway use facilities; hunting; angling; winter <br />sports; mineral resources; active and passive games and activities." <br />Eugene has a robust and diverse system of parks, recreation areas and open spaces, including parks with <br />active and passive recreation opportunities, such playgrounds, ball fields, tennis courts, pedestrian and <br />bicycle paths, basketball courts, hiking trails, skate parks, dog parks, BMX track, boat launch, swimming <br />pools, golf course, picnic areas, viewpoints, disc golf, community gardens, and recreation centers. <br />Planning for parks and recreation is guided by two documents; the Parks, Recreation and Open Space <br />(PROS) Comprehensive Plan; and the Parks, Recreation and Open Space Project and Priority Plan. The <br />former was developed as an aspirational guiding document for the City's park and open space system, <br />and the latter, adopted by city council, represents the list of projects intended to implement the Parks, <br />Recreation and Open Space Comprehensive Plan. <br />20 <br />May 2017 <br />
