Eugene Ordinance Exhibit J <br />[Lane County Ordinance Exhibit G] <br />support facilities; current market forces; location relative to markets; availability of <br />renewable and non-renewable resources; availability of land; and pollution control <br />requirements. <br />With this action, the City is documenting and adding to its inventory of land suitable for economic <br />growth and activity. See the Envision Eugene Employment Land Supply Study at Appendix B to the <br />Envision Eugene Comprehensive Plan. In determining which land is suitable for Eugene's increased <br />economic growth, the City conducted an assessment of the community's economic potential as required <br />by Goal 9 and OAR 660-009-015(4). That assessment is set out at section 4 of the Envision Eugene <br />Economic Opportunities Analysis document ("EOA"). The EOA is in section II of the Employment Land <br />Supply Study. Section 4.7 of the EOA addresses Eugene's economic advantages and disadvantages as <br />described above and at OAR 660-009-0015(4). <br />Comprehensive plans for urban areas shall: <br />1. Include an analysis of the community's economic patterns, potentialities, strengths, <br />and deficiencies as they relate to state and national trends; <br />This action includes the adoption of the EOA as section II of the Employment Land Supply Study, an <br />appendix to the Envision Eugene Comprehensive Plan. The analysis required by this part of Goal 9 is <br />located in the EOA at Chapter 3. <br />2. Contain policies concerning the economic development opportunities in the <br />community; <br />This Goal 9 requirement is implemented by OAR 660-009-0020, requiring specific economic <br />development policies. See findings under OAR 660-009-0020, below. This action includes the adoption <br />of the Envision Eugene Comprehensive Plan, which sets out those required policies and other policies <br />concerning the economic development opportunities in the community as part of the "Economic <br />Development" Chapter. <br />3. Provide for at least an adequate supply of sites of suitable sizes, types, locations, and <br />service levels for a variety of industrial and commercial uses consistent with plan <br />policies; <br />This Goal 9 requirement is implemented through more specific requirements set out in OAR 660, <br />Division 9, addressed below. As explained below, the EOA contains analysis and a determination of the <br />City's commercial and industrial site needs through 2032. See EOA at Chapter 6. The 2012 Land Supply <br />Study located in Part I of the Envision Eugene Employment Land Supply Study, identified land to meet <br />most of the employment needs on land already located within the UGB at the commencement of the <br />planning period in 2012. While all commercial needs can be met on land already in the City's UGB, the <br />analysis in Appendix B to these findings ("UGB Expansion Analysis for Employment Land") identifies a <br />modest expansion of the UGB to address the industrial site needs that cannot be met on land already <br />inside the UGB. <br />Analysis and Actions taken to increase the 2012 supply, as described in Parts II-V of the Employment <br />Land Supply Study (including a UGB expansion in the Clear Lake Area), demonstrate that the final <br />Employment Land Buildable Lands Inventory for 2012-2032 (set out at Park VI of the Employment Land <br />22 <br />May 2017 <br />
