Uses and activities permitted in these areas are restricted <br />in most cases to those that are consistent with the purpose of this overlay zone. <br />Where conflicting uses or activities must occur, either conditional use permit or site <br />review approval based upon conformance specified in EC 9.2530 Natural Resource <br />Zone Development Standards is required to minimize adverse impacts. The <br />provisions of this overlay zone are intended to implement policies in the [^"~+n] <br />comprehensive plan that call for protection of wetlands, wildlife habitat, and surface <br />and ground water quality. The provisions of this overlay zone are also intended to <br />address state and federal laws and policies that regulate development within <br />jurisdictional wetlands to protect water quality, including applicable provisions of the <br />Federal Clean Water Act and the State of Oregon's wetland laws. <br />• Subsection (3) of Section 9.6600 of the Eugene Code, 1971, is <br />amended to provide as follows: <br />9.6600 Purpose of Sign Standards. The purpose of sections 9.6600 through 9.6680 is to <br />establish standards for the design, quality of materials, construction, size, number, <br />location, electrification, illumination, installation and maintenance of all signs and <br />sign structures not located within a building. The regulations are not intended to, <br />and do not restrict, the content of sign messages. The primary basis for the sign <br />standards are: <br />(3) It is necessary to regulate the number, type and location of signs to implement <br />the -at+ comprehensive plan, such as preserving views of natural <br />land features, waterways, and distinct local and neighborhood areas. <br />Proliferation of signs seriously detracts from the pleasure of observing the <br />natural scenic beauty and the human environment of the city. <br />• Subsections (1) and (3) of Section 9.6791 of the Eugene Code, 1971, <br />are amended to provide as follows: <br />9.6791 Stormwater Flood Control. <br />(1) Purpose. The purpose of EC 9.6791 is to protect life and property from flood <br />and drainage hazards by maintaining the capacity of the city's stormwater <br />conveyance system through the establishment of flood control regulations for <br />stormwater runoff. These standards are also intended to ensure that <br />urban stormwater discharged into Junction City Water Control District's <br />flood control system meets the assigned downstream capacity of the <br />District's system. <br />(3) Standards. <br />(a) Stormwater flood control facilities shall be designed and constructed <br />according to adopted plans and policies, and in accordance with <br />standards in EC Chapters 6 and 7, and the stormwater flood control <br />provisions and the facility design requirements set forth in the <br />Stormwater Management Manual. <br />(b) Based on the Rational Method flow calculation, stormwater runoff from <br />the development site for the flood control design storm shall be: <br />1.
