Retained or detained onsite; or <br />3. Discharged into a new stormwater flood control facility constructed <br />by the applicant. <br />(c) For development proposed within the area shown on Map <br />9.6791(3)(c) Special Stormwater Flood Control Area Map, the post- <br />development peak flow rate shall not exceed the pre-development <br />peak flow rate for the applicable flood control design storm unless <br />the applicant submits documentation from Junction City Water <br />Control District that the proposed flow rate is acceptable. <br />• Map 9.6791(3)(c) Special Stormwater Flood Control Area Map, is added <br />to the Eugene Code, 1971, as shown on Attachment 2 to this Exhibit. <br />• Subsection (2)(a) of Section 9.6860 of the Eugene Code, 1971, is <br />amended to provide as follows: <br />9.6860 Street Right-of-Way Map. The November 1999 Street Right-of-Way Map is an <br />official map adopted by the city council by Ordinance No. 20181 designating the <br />widths of street right-of-way and street paving for specific street segments. Any <br />street segment for which no widths are designated on this map shall have the <br />maximum widths for its classification as set forth in Table 9.6870 Right-of-Way and <br />Paving Widths. The Street Right-of-Way Map may be amended or modified as <br />follows: <br />(2) Criteria. When entering an order concerning the Street Right-of-Way Map <br />under subsection (1)(b) above the following criteria shall be considered: <br />(a) The [adopted Metrepelitan Area General o~°n] comprehensive plan, <br />refinement plans, transportation plan, special area studies and relevant <br />adopted city policies and transportation goals. <br />• Subsection (1) of Section 9.6880 of the Eugene Code, 1971, is <br />amended to provide as follows: <br />9.6880 Purpose of Tree Preservation and Removal Standards.
