EC 9.8320(11)(b) <br />The application states that "there are no public street improvement projects planned <br />that would impact the site." The application does not specifically address EC 9.6500 <br />Easements, EC 9.6505(3) Streets and Alleys, EC 9.6505(4) Sidewalks or EC 9.6505(5) <br />Bicycle Paths and Accessways. The findings simply state that required easements will <br />be granted and public improvements "will be constructed in accordance with adopted <br />City plans and policies." <br />EC 9.8320(12) <br />The application states: <br />"Oakleigh Lane is classified as a Low-Volume Residential Street per Eugene's adopted <br />street standards. Initial preliminary traffic analysis of the street, based on figures <br />from the Institute of Traffic Engineers, indicates an approximate existing daily <br />vehicular trip count of just below 600 on Oakleigh Lane. The proposed development <br />would not change the level of density such that the street would need to be <br />reclassified. The PUD will retain the Low-Volume Residential Street classification at <br />Oakleigh Lane." <br />This statement has several inaccuracies: <br />1. As stated earlier, the County portion of Oakleigh Lane is classified as a "local <br />access road." The City portion is not formally classified, but fits the specifications <br />of "access lane," according to the 1999 ASCP. <br />2. The ITE-ADT estimate for the current 19 dwellings is 181, not anywhere close to <br />the applicant's claim of 600. <br />3. By almost doubling the ITE-ADT on Oakleigh Lane, the current "Access Lane" <br />configuration would no longer meet the commensurate standards in the 1999 <br />ASCP, and the road would have to be improved to the standards for Low- <br />Volume Residential Streets. <br />The findings also provide aspirational and anecdotal comments related to estimated <br />trip generation, but without reliable, substantial and probative evidence by a <br />professionally-certified traffic engineer, the City's normal standard of the ITE Trip <br />Generation Manual must be used for both current and projected estimates. <br />The findings do not provide any estimate of current and projected pedestrian and <br />bicycle use. Based on the application's emphasis on the PUD residents using these <br />modes of travel, there may be a substantial increase in foot and bicycle traffic in the <br />roadway. Even if the PUD residents had the same per-dwelling rate of walking and <br />bicycling on Oakleigh Lane to reach transit and services on River Road, the number of <br />pedestrians and bicyclists on Oakleigh Lane would be two-and-a-half times the current <br />October 9, 2013 Conte testimony re PUD 13-1 111 P a g e <br />
