What's more, all of the additional pedestrians and bicyclists from the PUD <br />would travel the entire length of Oakleigh Lane, increasing by an even greater factor the <br />number of encounters between vehicles and pedestrians and bicyclists. <br />The application incorporated the August 6, 2013 letter from Access Engineering to <br />provide justification for an exception to the street connectivity standards. This letter <br />also contained an error, stating that "[t]here are 21 fully-developed residential <br />properties along the street." There are only 19 developed residential properties, as can <br />be clearly seen on the attached aerial and tax lot view, as well as determined from <br />County property records. See also comments above under EC 9.8320(5)(a). <br />EC 9.8320(13) <br />The application provides no findings to explain how doubling or tripling the impact of <br />vehicular traffic on Oakleigh Lane (as described under the "Trip Generation & Traffic <br />Impacts" section, above) meets the criterion of being "reasonably compatible and <br />harmonious with adjacent and nearby land uses," i.e., the 19 households by which all of <br />the PUD traffic will pass. <br />REVIEW OF CITY STAFF COMMENTS <br />The following sections describe (and correct, as necessary) all the relevant statements in <br />the September 2013 Staff Report related to the approval criteria identified at the <br />beginning of this testimony. <br />Metro Plan Policies <br />The Staff Report does not address Metro Plan Policies A.12 or A.13, TransPlan TSI <br />Pedestrian Policy #1 or TransPlan Finance Policy #4, at all. <br />EC 9.8320(5)(al <br />The Staff Report states: <br />"Referral comments from Public Works confirm that the proposed street layout <br />provides a safe and adequate transportation system, subject to additional findings <br />and conditions for compliance with EC 9.6805 through EC 9.6875 Street Standards, <br />as provided below." <br />As discussed in "Findings by City of Eugene Planning and Public Works Department <br />Staff" section, above, the referenced conditions, however apply only to the small <br />segment of Oakleigh Lane that abuts the only access drive for the development and <br />towards the river (east).
