I live on 31st Ave and <br />already feel that when I cross Hilyard Street, I am risking injury- both by foot as well as in a car. The intersection is <br />extremely difficult Increased traffic will only make it harder for people to cross- either by foot, bicycle , or car. At <br />present when I try to cross, I wait until traffic is stopped at 33rd by a red light and then make sure no traffic is coming <br />from Amazon Parkway or traffic headed north. Occasionally a car turns from 32nd but I can usually manage. If there are <br />more cars coming down from 32nd or out of the exit from the new development, this will be even harder. Having right <br />and left turn signals at the end of 31st and Hilyard will do little to change the problem- it is less than even a bandaid fix. <br />Although the street is about 35 ft wide, having 3 lanes of traffic will be rather tight spacing Also the bike path has a <br />crossing right at the end of 31st which will make the confusion even greater than just 2 lanes of traffic. (R-9.8650-A, R- <br />9.8650-C-1, R-9.8650-F-8.1.1-8.1.4, F-9) . <br />I suggest a pedestrian/bike bridge over Hilyard street at the corner of 31st Ave,or some kind of pedestrian refuge(R- <br />9.8650-C1, R-9.8650-F-9, R-9.8650-G-2). <br />Also a car refuge at the Hilyard and 31st Ave would be extremely helpful( R-9.8650-C1, R-9.8650-F-8,9,10). <br />I don't see a stop light as being a good solution because then you would have disrupt the flow of traffic Hilyard by having <br />possible stops at 33rd, 31st, and 30th and Hilyard. This would become analogous to the huge quagmire that now exists <br />as a backup from amazon parkway to Willamette and 29th. Or when you come down 29th moving west to east and <br />there is a possibility of hitting 3 stoplight in row-Linclon, pedestrian crosswalk at Market of Choice, and then29th and <br />Hilyard. Also a car refuge for traffic going west on 32nd trying to turn South(use above codes) onto Hilyard would be <br />important. <br />In addition, this problem at 31st and Hilyard is doubly compounded at rush hours. I actually try not to make this crossing <br />at a rush hour unless I absolutely must. The morning peak hours seem even worse. It is a fast river of cars moving north <br />on Hilyard. I noticed the developer did not include morning peak hours. Then he sent additional information saying why <br />it was not necessary because his model showed the development would only generate 57 trips in the morning rush <br />hour.However, In code R-9.8650-8(8.2) under Roadway and intersection Safety it says the TIA shall include Roadway and <br />intersection Safety "Projected accident rates for off-site streets and intersections that will receive 50 or more additional <br />peak hour trips upon completion of the development, taking into consideration opposed mitigation measures <br />including access restrictions." I actually find the morning peak hours to have more traffic than afternoon probably <br />because it is a corridor for getting children to three different schools. Further traffic analysis should be done of this AM <br />peak hour time R-9.8650-F-4.1.1,2,4,5,6 and R-9.8650-F-4.4.9-F-5.1 <br />
