I also have to deal with light pollution <br />from the tower of Cascade Manors tall multi story building and deal with the parking runoff from the employees <br />of Cascade Manor and Market of Choice on my residential street. <br />Having looked at the proposed plans for "Amazon Corner" on Hilyard Street and 32nd Avenue I can say <br />without a doubt that such a large building complex will have a dramatically negative impact on the neighboring <br />residents of the area with increased noise, cars parked in front of neighboring houses and the noise of trash <br />collection vehicles. The out of place five story building will obscure sunlight to residents yards, reducing their <br />solar access and remove their right to privacy on their property. It will reduce the value of their homes and <br />impact their re-sale value. Previous articles discussing this project in the Register Guard said that the building <br />proposal was for four stories, now the building proposal is for five. This is a dramatic increase in building <br />height and necessary parking requirement, will all of the cars associated with this buildings tenants be provided <br />ample parking? This project is listing the possibility of 108 residential units, thus far it is clear that this project <br />is not providing a solution to the parking issue. And the undue burden of increased traffic it will bring to the <br />quiet surrounding neighborhood. We do not need more traffic problems than we already have. <br />This building would be the largest structure built in the South Eugene area. The site needs to be required to be <br />compatible with the surrounding area, the building must meet required building setbacks and size restraints. <br />Please do not allow residential housing units on the first floor of the building. Impose parking requirements to <br />the developer so that the tenants do not use neighboring streets for parking. <br />There needs to be an expanded Traffic Impact Analysis (TIA) to address the following traffic issues and <br />specific concerns including: <br />1) Increased traffic on the residential side streets of Ferry, Alder, Kincaid, Harris & Onyx Streets and <br />31st, 32nd & 33rd Avenues, (refer to: R-9.8650-A, C-1, F-8.1.1-8.1.4, F-9). <br />2) Lack of safe crossings for pedestrians and cyclists, (refer to: R-9.8650-C-1, F-9, G-2). <br />3) Lack of refuges for vehicles entering/exiting Hilyard Street at 31 st Avenue, (refer to: R-9.8650-C- <br />1, F-8, 9, 10). <br />4) The study was only done for late afternoon hours, not the morning school and work rush <br />times, (refer to: R-9.8650-F-4.1.1, 2, 4, 5, 6 - F-4.4.9 - F-5.1). <br />5) Parking on 32nd Avenue, (refer to: R-9.8650-G(1)(2)). <br />6) Fewer units means less traffic, so building three stories, rather than four stories as suggested in the <br />8/26/16 Register Guard article or five stories as proposed now is preferable, (refer to: R-9.8650-A). <br />There needs to be an independent traffic analysis done that is not run by either the city or the University of <br />
