This section authorizes the City to require dedication of easements for public utilities and access <br />under certain circumstances. The applicant proposes a 7' wide Public Utility Easement adjacent to <br />West Amazon Drive. The application does not propose any other public easement dedications nor <br />are there any public improvements that would result in the need for additional public easements <br />on the subject property. Based on these findings, the development complies with these standards. <br />9.6505 Improvements - Specifications <br />This section requires that all public improvements be designed and constructed in accordance with <br />adopted plans, policies, procedures and standards specified in EC Chapter 7. All developments are <br />required to make and be served by the infrastructure improvements described below. <br />1) Water Supply <br />Water service for the proposed development must be provided in accordance with Eugene Water <br />and Electric Board (EWEB) policies and procedures. <br />2) Sewage <br />This standard requires all developments to be served by wastewater sewage systems of the city, in <br />compliance with the provisions of Chapter 6 of this code. The applicant proposes to extend the public <br />wastewater system to the development site from existing public manhole #49670, located in a Public <br />Utility Easement adjacent to Foxboro Lane, a private street and Public Utility Easement. <br />Staff notes that the public system must be a gravity-flow system. The extension of the public system is <br />conceptually acceptable, with the details of the system design to be evaluated during the Privately <br />Engineered Public Improvement (PEPI) process. Details of the private service lines will be evaluated at <br />the time of building permit. <br />3) Streets and Alleys and 4) Sidewalks <br />EC 9.6505(3), (a) & (b) requires all streets in and adjacent to the development site to be paved to <br />the width specified in EC 9.6870, and improved according to adopted standards and specifications <br />pursuant to Chapter 7 of this code, unless such streets have already been paved to that width. The <br />improvements are to include drainage, curbs & gutters, sidewalks, street trees an street lights <br />adjacent to the development site according to the Design Standards and Guidelines for Eugene <br />Streets, Sidewalks, Bikeways and Accessways and standards and specifications adopted pursuant to <br />Chapter 7 of this code and other adopted plans and policies." <br />As noted in EC 9.6870, West Amazon Drive, adjacent to the proposed development, is not fully <br />improved to City standards including paving, curbs and gutters, storm drainage, sidewalks, street <br />lights, and street trees. <br />The site plan and Stormwater Management Plan and Drainage Study reference additional paving <br />and a setback sidewalk is proposed in West Amazon Drive.
