Private streets, when permitted under EC <br />9.6815(2), shall be designed and constructed in accordance with applicable <br />requirements for private streets contained in the adopted "Design Standards and <br />Guidelines for Eugene Streets, Sidewalks, Bikeways and Accessways." <br />Parking lot drive aisles are mistakenly labeled as private roads. This is a simple labeling error. <br />The same error may be found in the written statement. These should have been labeled as drive <br />aisles and as such do not need to meetthe standards for private roads. <br />There is also a private road on the plan. This was a scrivener's error in the Applicant's Narrative <br />date June 24, 2013. This Narrative was the third narrative submitted to city staff. The site plan <br />had changed-at this point to include a private road and is labeled as such on Sheet 9.0 in Plan <br />Set. This was simply missed by the Applicant in the written discussion. <br />The private street is also shown in section on Sheet 9.0 which demonstrates compliance with <br />city standards: The private street(s) will be built to city standards. <br />This criterion has been met. <br />(b) Pedestrian, bicycle and transit circulation, including related facilities, as needed <br />among buildings and related uses on the development site, as well as to adjacent <br />and nearby residential.areas, transit stops, neighborhood activity centers, office <br />parks, and industrial parks, provided the city makes findings to demonstrate <br />consistency with constitutional requirements. "Nearby" means uses within 114 <br />mile that can reasonably be expected to be used by pedestrians, and uses within 2 <br />miles, that can reasonably be expected to be used by bicyclists. <br />Bicycle and pedestrian connections are provided among buildings to the right-of-way. The <br />proposed streets with sidewalks will provide bicycle and pedestrian access to the nearest <br />transit stop at 30th Avenue via the Frontage Road which has a multi-purpose path on one side. <br />Street stubs with sidewalks are provided to a future residential development to the north (East <br />Ridge Village PUD) via Brackenfern Road and Rockrose Lane. Pedestrian connections are also <br />proposed to the Ridgeline Trail system which provides access to Moon Mountain Park and to <br />the Ribbon Trail via the Frontage Road multi-purpose path. <br />(c) The provisions of the Traffic Impact Analysis Review of EC 9.8650 through 9.8680 <br />where applicable, <br />A Traffic Impact Analysis (TIA) was submitted as part of the concurrent application package (see <br />Applicant's Attachment 7) and evaluated in referral comments from Public Works staff.
