The amendments will not affect Metro Plan <br />compliance with Goal 13. <br />Goal 14-Urbanization: To provide for an orderly and efficient transition from rural to urban <br />land use. <br />The following findings of consistency with Goal 14 pertain to the Metro Plan Housekeeping <br />Revisions, Metro Plan Chapter III-C, and the Metro Plan Diagram updates and amendments in <br />the.Springfield UGB and'diagram updates in the Eugene UGB. <br />The amendments do not convert land from rural to urban use. Therefore, the amendments <br />will not affect Metro Plan compliance with Goal 14. <br />The following findings of consistency with Goal 14 pertain to the Metro Plan Diagram <br />amendments to remove Urban Reserves: <br />The existing underlying Metro Plan Diagram designation for urban reserves will not <br />change. These diagram amendments are required because, based on the information <br />and conclusions in the.Eugene-Springfield'Metropolitan Area Urban Reserve <br />Analysis and Alternatives Report, June 2001,--the existing Urban Reserves are not in <br />compliance with OAR 660 Division 21. These amendments are proposed to complete <br />the Urbari Reserve Work Task in the Periodic Review Work Program. The Eugene- <br />Springfzeld Metropolitan Area Urban Reserve Analysis and Alternatives Report, June <br />2001, was prepared during the first phase of this work task. The report evaluates <br />existing and alternative urban reserve areas within the context of the OAR and <br />concludes that; due to the construction of the administrative rule, the current and <br />alternative areas do not meet the requirements of the rule. <br />Therefore, the amendments comply with Statewide Planning Goal 14. <br />Goal 15-Willamette River Greenway: To protect, conserve, enhance and maintain the <br />natural, scenic, historical, agricultural, economic and recreational qualities of lands along the <br />Willamette River as the Willamette River Greenway. <br />The Metro Plan Chapter III-C makes no changes to policies or findings in the Metro Plan <br />affecting the Willamette River Greenway. Therefore, Metro Plan Chapter III-C amendments do <br />not affect Metro Plan consistency with Statewide Planning Goal 15. <br />The following findings of consistency with Goal 15 pertain to the Metro Plan Housekeeping <br />Revisions. <br />The Metro Plan text amendments do not affect adopted Metro Plan policies related to the <br />Willamette River Greenway.
