The Metro Plan Housekeeping Revisions do not affect the provision of facilities or services. <br />This proposal does not change project lists in the December 2001 Eugene-Springfield <br />Metropolitan Area Public Facilities and Services Plan (PFSP). Therefore, the Metro Plan <br />Housekeeping Revisions do not affect Metro Plan consistency with Statewide Planning Goal <br />11. <br />Goal 12-Transportation: To provide and encourage a safe, convenient and economic <br />transportation system. <br />4.1 The following findings of consistency with Goal 12 pertain to the Metro Plan Housekeeping <br />Revisions, Metro Plan Chapter III-C, and the Metro Plan Diagram. <br />The proposals will not significantly affect any of the roads in the metropolitan area.. The <br />proposals will not affect the road projects. in the Eugene-Springfield Metropolitan Area <br />Transportation System Plan (TransPlan). TranPlan was adopted in the fall of 2001, <br />effective November 31, 2002, and published as the December 2001 TransPlan. - <br />Section 660-012-0060 of the Transportation Planning Rule requires evaluation of a <br />comprehensive plan amendment to determine if the amendment significantly affects a <br />transportation facility. The Metro Plan amendments and updates do not: change the <br />functional classification of an existing or planned transportation facility; change standards <br />implementing a functional classification system; allow types or levels of land uses which <br />would result in levels of travel or access which are inconsistent with the functional <br />classification of a transportation facility; or reduce the level of service. of a facility below the <br />minimum acceptable level identified in TransPlan. <br />The Metro Plan Diagram updates in the Eugene UGB better reflect adopted refinement plans, <br />zoning actions, and development approvals, which have already been through a goal analysis <br />and acknowledged by DLCD. Therefore, the amendments will not affect Metro Plan <br />compliance with Goal 12. <br />The Metro Plan Diagram amendments in the Springfield UGB and amendments to remove <br />Urban Reserves will not significantly.affect a transportation facility and will not affect <br />compliance with policies or projects contained in TransPlan, a functional refinement to the <br />Metro Plan, acknowledged as complying with the requirements of Goal 12. Therefore, "the <br />amendments will not affect Metro Plan compliance with Goal 12. <br />Goal 13-Energy Conservation: To conserve energy. <br />The following findings of consistency with Goal 13 pertain to the Metro Plan Housekeeping <br />Revisions, Metro Plan Chapter III-C, and the Metro Plan Diagram. <br />This Goal is not relevant because the amendments do not involve any additional development <br />that would consider energy conservation systems, or the recycling and reuse of vacant and <br />237 Exhibit D: Findings in Support of Adopting Ordinance for the Eugene-Springfield Page 12 of 15 <br />
