4 <br />The proposal is the first cohousing development in Lane County, and is <br />designed to be an "intergenerational residential community" by the private <br />householders that makeup OMC. LUBA Rec. 1361-62. <br />The proposal is for "28 one and two-story dwellings in a total 7 buildings <br />of 2 to 5 units plus one two-story common building serving the residents." <br />LUBA Rec. 1361. Over 50% is reserved as open space, including <br />approximately 20%0 of the site adjoining undeveloped City parkland to the east. <br />LUBA Rec. 1382. The proposal uses a "green wall" design of espaliered trees <br />on an 8-foot wall along the western property boundary to eliminate impacts <br />from on-site parking on the adjoining undeveloped property to the west. The <br />property was recently annexed (see City File A 13-1) and is zoned R-1 <br />Low Density Residential. The east boundary of the subject property <br />abuts undeveloped City parkland that contains Goal 5 Water <br />Resources associated with the Willamette River, which borders the <br />City property farther to the east. Otherwise, the surrounding <br />properties primarily consist of single-family dwellings on individual <br />lots or undeveloped lots that have potential for future residential <br />development (i.e. at the north end of Oakleigh Lane and abutting the <br />west boundary of the subject property.) * * * <br />Oakleigh Lane terminates near the midpoint of the northern boundary of <br />the subject property." <br />LUBA Rec. 350.
