OAKLEIGH <br />C O H O U S I N G <br />buildings on the approx. 2.3 acre site, 13% less than allowed by code. A <br />` study of the residential character of the surrounding area was performed <br />by the owner in order to better understand and recognize key low- <br />density residential architectural features and site massing specific to this <br />neighborhood. <br />The proposed development will continue the look and feel of the existing <br />neighborhood by limiting the street view to only three dwelling units, <br />each with front porches and setbacks that match the existing adjacent <br />residential context. Existing vegetation and clustered site placement of <br />the remaining buildings reinforce the single-family appearance. <br />(b) Evaluate traffic and compatibility impacts when considering new <br />residential development on parcels fronting arterial streets (Policy 3). <br />Findings: The City of Eugene Street Classification Map identifies streets <br />similar to Oakleigh Lane as a local street with a primary function of <br />distributing traffic to its destination and feeding collector streets that <br />then f eed arterial streets. Oakleigh Lane is the only street that fronts the <br />development property. As such, the criterion of this section does not <br />apply. <br />(e) Design residential development which is adjacent to the Greenway, <br />parks, and other identified natural features in a manner that ensures <br />its compatibility with those features (Policy 6). <br />Findings: The development property is within the Greenway. The PUD <br />proposes to position dwellings and common buildings to the North and <br />West within the development property, leaving the area to the East open <br />to the adjacent vacant public lands. Oakleigh Meadow LLC identifies the <br />open meadow and river as the primary natural features, and protects it <br />by using building orientation strategies and by leaving it as open and <br />undeveloped as possible. For further information, a Willamette <br />Greenway permit application, file number WG 13-0001, is being <br />submitted concurrently with this application that will provide criterion <br />analysis. <br />(18) Transportation Element: <br />(a) Support alternative to the automobile including mass transit, bicycle, <br />walking, and carpooling (Policy 2). <br />Findings: The PUD proposes four dedicated covered and protected <br />bicycle parking "sheds" and one "bike barn" (approx. 1,280 square feet <br />PUD Tentative - June 14, 2013 Page 24 of 46 Oakleigh Cohousing PDT 13-0001 <br />1383 <br />
