- aaado, MEADOW <br />aa,~o a , <br />METRO PLAN - SPECIFIC ELEMENTS: (E) ENVIRONMENTAL DESIGN ELEMENT <br />(Policy E.1) In order to promote the greatest possible degree of diversity, a <br />broad variety of commercial, residential, and recreational land uses shall be <br />encouraged when consistent with other planning policies. <br />Findings: The proposed development is consistent with both the Metro Plan <br />and River Road -Santa Clara Urban Facilities Plan (UFP) policies and provides <br />a unique residential land use to the City of Eugene along the Greenway. <br />(Policy E.2) Natural vegetation, natural water features, and drainage-ways <br />shall be protected and retained to the maximum extent practical. <br />Landscaping shall be utilized to enhance those natural features. This policy <br />does not preclude increasing their conveyance capacity in an environmentally <br />responsive manner. <br />Findings: The development proposes to protect the natural vegetation, <br />natural water features, and drainage-ways by utilizing native landscape <br />planning while minimizing the amount of significant trees removed from the <br />development property and by reducing encroachment of the river and open <br />space by employing careful site orientation design. In addition to minimizing <br />tree removal, new City-approved trees are proposed to be planted <br />throughout the site and at 30 feet on center near proposed vegetated <br />swales. Please refer to the concurrent PUD, Tentative Plan submittal, file <br />number PDT 13-0001, and specifically at the proposed tree removal and <br />landscape plans as provided by the project landscape architect. Stormwater <br />runoff will be reduced to pre-development rates prior to discharging from <br />the site. For further evidence and analysis showing compliance with this <br />criterion, please refer to file PDT 13-0001 regarding stormwater mitigation <br />and also the civil engineer drawings and analysis. <br />(Policy E.4) Public and private facilities shall be designed and located in a <br />manner that preserves and enhances desirable features of local and <br />neighborhood areas and promotes their sense of identity. <br />Findings: The desirable feature of the neighborhood is the open space that <br />surrounds the river and also the Willamette River, including views and <br />access.
