A <br />Planned Unit Development, Tentative Plan permit application, file number <br />PDT 13-0001, is being submitted concurrently with this application that will <br />provide further evidence and analysis showing compliance with this criterion. <br />(Policy D.5) New development that locates along river corridors and <br />waterways shall be limited to uses that are compatible with the natural, <br />scenic, and environmental qualities of those water features. <br />Findings: The proposed development limits its use to low-density residential, <br />as permitted by the City of Eugene, that matches existing adjacent land uses. <br />As evidenced in other sections of this written statement, the proposed <br />cohousing development is compatible with the natural, scenic, and <br />environmental qualities of the Willamette River. A Planned Unit <br />Development, Tentative Plan permit application, file number PDT 13-0001, is <br />being submitted concurrently with this application that will provide further <br />evidence and analysis showing compliance with this criterion. <br />(Policy D.8) Within the framework of mandatory statewide planning goals, <br />local Willamette River Greenway plans shall allow a variety of means for <br />public enjoyment of the river, including public acquisition areas, residential <br />areas, and commercial areas. <br />Findings: As stated above, the proposed cohousing development will <br />provide a renewal of recreational use on the existing adjacent city-owned <br />property by retaining the openness of the site and by improving, maintaining, <br />and protecting the landscape and vegetation. The proposed residential <br />development along the Greenway corridor provides such an amenity to the <br />City of Eugene that satisfies the criterion of this section. <br />(Policy D.9) Local and state governments shall continue to provide adequate <br />public access to the Willamette River Greenway. <br />Findings: The proposed development provides adequate public access to the <br />Willamette River Greenway through a system of on-site pedestrian and <br />bicycle paths and also by connecting the existing Greenway paths to the <br />development and to the River Road neighborhood.
