Rec 647. <br />2 According to Lane County Public Works, Oakleigh Lane is a "local access <br />3 road," which is "not a County road"; and the County is not required, and doesn't <br />4 intend, to keep their portion of the road in repair. Rec 647, 883-884, 1313. <br />5 The Eugene portion is not an "adopted right-of-way" (Rec 1264), which <br />6 means the City is not required, and doesn't intend, to maintain their portion of <br />7 the road because "the City does not maintain unimproved streets." Rec 1172. In <br />8 Eugene's local street sub-classifications "[a]ccess lanes generally serve 25 or <br />9 fewer homes" (Rec 680), as is the situation with Oakleigh Lane under current <br />10 conditions but which will not be the case if the PUD adds 29 dwelling units. <br />11 "EC9.6870 Street Width confirms that the required right-of-way width <br />12 for Oakleigh Lane is 45 feet, based on the street functioning as a Low-Volume <br />13 Residential Street." Rec 39, 44. The Eugene Planning Commission ("EPC") <br />14 adopted findings confirming that "the street has not yet been designed and built <br />15 to urban City standards and the projected ADT [Average Daily Traffic] is <br />16 within the 250 to 750 range."
