Attachment B <br />To ensure compliance with the water supply standards of EC 9.6505(1), the following conditions <br />of approval are also necessary: <br />Prior to final PUD approval, the applicant shall provide documentation from EWEB, <br />confirming that water facilities are available for the proposed development. <br />As conditioned above, the PUD will comply with EC 9.6505(1). <br />EC 9.6505(2) Sewage <br />Staff.found, and the Hearings Official agrees that this standard requires all developments to be <br />served by wastewater sewage systems of the City, in compliance with the provisions of EC Chapter <br />6. The applicant proposes to connect to the existing eight-inch public wastewater system within <br />Oakleigh Lane, abutting the northwest property boundary. Public Works staff confirms that an <br />eight-inch lateral was stubbed (under City.Contract File No. 1992-0011) to the subject property <br />from the manhole (structure number 49033) to the subject property. Public Works staff notes that <br />there is a pending assessment for this wastewater infrastructure, which will become due at the <br />time of development. Based on these findings, the applicant's proposed wastewater system <br />conceptually complies with applicable sewage specifications, subject to a more detailed review <br />during the subsequent site development and building permit processes. <br />EC 9.6505(3) Streets and Alleys and (4) Sidewalks <br />Staff Findings <br />EC 9.6505(3)(b) requires the developer to pave streets adjacent to the development site to the <br />width specified in EC 9.6870 Street Width with provision for drainage and construction of curbs <br />and gutters, sidewalks, street trees and street lights adjacent to the development site <br />according to the Design Standards and Guidelines for Eugene Streets, Sidewalks, Bikeways and <br />Accessways and standards and specifications adopted pursuant to EC Chapter 7 and other <br />adopted plans and policies. <br />Public Works staff confirms that Oakleigh Lane is not improved to City standards because it <br />lacks curbs and gutters, storm drainage, sidewalks, and street trees. The street does have <br />existing street lights and the 19-foot wide pavement width provides safe passage for two-way <br />traffic. As such, Public Works staff indicates that it is appropriate to defer public improvements <br />via an irrevocable petition, with the following condition of approval: <br />The applicant shall submit an Irrevocable Petition for public improvements in <br />Oakleigh Lane to include paving, curbs and gutters, storm drainage, sidewalks, and <br />street trees. <br />Hearings Official Decision (PDT 13-1, WG 13-1) 37 <br />
