Attachment A <br />not a public improvements project. <br />Specifically: <br />EC 9.6500 Easements. <br />A 10' utility easement has been created along Fox Hollow. See Site Plan. <br />EC 9.6505 Improvements-Specifications. <br />(1) Water Supply: The property is currently served by EWEB. <br />(2) Sewage: The property is currently served by City of Eugene for wastewater. <br />(3) Streets and Alleys: No new streets and alleys are proposed. The site is currently well <br />served by Fox Hollow to the south and West Amazon Parkway to the east. The surrounding <br />properties to the west and north are fully developed with residential buildings. <br />(4) Sidewalks: No new sidewalks are proposed as no new streets are proposed. Both Fox <br />Hollow and West Amazon have sidewalks. <br />(5) Bicycle Plans and Accessways: No new bike paths or accessways are proposed. <br />(c) EC 9.6735 Public Access Required. <br />RESPONSE The proposed project would be on Property that fronts a public street, West <br />Amazon Drive. Access to the proposed project from West Amazon Drive would be through the <br />existing driveway and parking lot. The project complies with EC 9.6735. (The general public <br />would not be able to access the WTF ground equipment or monopine because both would be <br />secured behind locked doors or gates, as required by the Eugene Municipal Code.) <br />Specifically: <br />EC 9.6735(2) Access from a public street to a development site shall be located in <br />accordance with EC 7.420 Access Connections - Location. If a development site will increase <br />the development site's peak hour trip generation by less than 50% and will generate less <br />than 20 additional peak hour trips, the development site's existing access connections are <br />exempt from this standard. <br />A service vehicle will access the tower facility once a month. The ITE manual suggests that <br />utilities generate. 76 peak hour trips per 1000 sf. The facility is under approximately 750 sf or <br />.57 peak hour trips. A church generates.55 peak hour trips per 1000 sf. At 14000 sf the church <br />generates 7.7 peak hour trips. <br />The church function generates more peak hour trips than the cell tower, therefore there is no <br />increase, there are not 20 new trips, and the project is exempt from access management <br />standards. <br />(d) EC 9.6791 through 9.6797 regarding stormwater destination, pollution <br />reduction, flow control for headwaters area, oil control, source control, <br />easements, and operation and maintenance; and <br />Completeness Review: New Cingular Wireless - Crossfire Church (CU 14-3) 14 <br />
