Written Statement <br /> Chamotee Trails PUD <br /> February 3, 2015 <br /> <br />9.6865 Transit Facilities <br />LTD Routes 24 and 73 serve the site via the Donald Street/Fox Hollow Road <br />intersection. A pedestrian path from the PUD to the intersection is <br />approximately 0.44 miles at a maximum (measured from the <br />hammerhead). <br /> <br />9.6870 Street Width <br />West Amazon Drive and Vivian Drive have right-of-way widths of 60 feet. <br />West Amazon Drive has a pavement width of 20 feet and Vivian Drive is not <br />constructed. Table 9.6870 Right-of-Way and Paving Widths states that low <br />volume residential streets are to have a right-of-way width of 45-55 feet and <br />paved width of 20-28 feet. A code conflict exists regarding the required <br />width within these ranges. EC 9.6860 states that the widths are to be the <br />maximum of the range; however EC 9.6870 states that the widths are to be <br />the minimum of the range. <br /> <br />9.6875 Private Street Design Standards <br />No private streets are proposed. <br /> <br />(b) Provision of pedestrian, bicycle and transit circulation among buildings <br />located within the development site, as well as to adjacent and nearby <br />residential areas, transit stops, neighborhood activity centers, office parks, <br />and industrial parks, provided the city makes findings to demonstrate <br />¼ mile that can reasonably be expected to be used by pedestrians, and uses <br />within 2 miles that can reasonably be expected to be used by bicyclists. <br />Several city park properties ar <br />1 <br />the PUD boundaries, but the closest is more than mile as a pedestrian <br />/ <br />3 <br />would walk from the PUD lots. Regardless of how the ¼ mile is measured, <br />it is not reasonable to expect pedestrians to walk from the PUD to any <br />surrounding uses because Fox Hollow Road is a major collector with no <br />pedestrian improvements, not even a shoulder. <br />City parks, extensive residential areas, some commercial and a few <br />icycle buffer. An <br />attempt was not made to measure an actual path between the site and these <br />uses since it would unnecessarily complicate the discussion. The Fox Hollow <br />Road bike lane comes no closer to the site than Donald Street. The segment <br />of Fox Hollow Road between the PUD and Donald Street is a major collector <br />with no shoulder, steep grades and limited sight distance.
