Our completeness review process provides an opportunity to <br />collaboratively address any items that are unclear, incomplete, or missing before your application is <br />evaluated for consistency with our land use code. We also use this as an opportunity to identify <br />other issues which may be raised during the public process. Based on our review, your application <br />is incomplete at this time. Items that we would like additional information on are listed below: <br />Public Works Items <br />1) It is noted that street trees and street lights will be address with the Privately Engineered Public <br />Improvements (PEPI) process for the construction of Lombard Street. <br />2) EC 9.6710(6) has specific requirements for Needed Housing applications. Staff did not see the <br />required materials in Exhibit D. For reference, the code section is provided below: <br />EC 9.6710(6)Needed Housing. Unless exempt under 9.6710(3)(a)-(f), in lieu <br />of compliance with subsections (2), (4), and (5) of this section, applications <br />proposing needed housing shall include a certification from an Oregon <br />licensed Engineering Geologist or an Oregon licensed Civil Engineer with <br />geological experience stating: <br />(a) That the proposed development activity will not be impacted by existing <br />or potential stability problems or any of the following site conditions: <br />springs or seeps, depth of soil bedrock, variations in soil types, or a <br />combination of these conditions; or <br />(b) If proposed development activity will be impacted by any of the <br />conditions listed in (a), the methods for safely addressing the impact of the <br />conditions. <br />If a statement is submitted under (6)(b), the application shall include the <br />applicant's statement that it will develop in accordance with the Engineer's <br />statement. <br />City of Eugene . 99 W. 10th Ave. .
