We have been an active partner in <br />Envision Eugene since 2010, and we have deep appreciation for the tremendous effort put forth <br />thus far by Eugene's leaders, staff and community members. Please place these comments in the <br />record for each of the following file numbers: CA 17-1, MA 17-1, RA 17-1, Z 17-2. <br />1000 Friends is proud to support the great majority of the proposal now before you, and we <br />commend your staff for their thorough, detailed work. However, we cannot support the UGB <br />expansion for large-lot industrial uses unless changes are made to the proposed Clear Lake <br />Overlay zoning code and related comprehensive plan amendments to ensure the area is protected <br />in future decades for the large-lot industrial users it is intended to accommodate. <br />The need for permanent protection <br />Eugene's employment land needs are quantified by the Eugene Economic Opportunities <br />Analysis (EOA). The below Table 23, found on page 97 of the EOA, predicts job growth over <br />the next 20 years: <br />Table 23.
