<br /> <br />Date: 02/17/2022 <br /> <br />To: Mike McKerrow, Associate Planner <br /> <br />From: Doug Singer, PE, Engineering Development Review Manager <br /> <br />Re: Appeal referral comments TIA 21-2 MAJ Eugene Polk Street <br /> <br />This provides Public Works staff comments related to the Appeal of the Traffic Impact Analysis <br />for the MAJ Eugene Polk Street. <br /> <br />Response to Procedural Errors 3-7. <br /> <br />#3. <br />Public Works staff provided Traffic Impact Analysis review referral comments on January 20, <br />2022. Public Works staff reviewed and provided comments regarding the Expert Transportation <br />& Roadway Consulting, LLC Initial Review letter dated December 30, 2021, Traffic Impact <br />Analysis and Assessment and Recommendations section on pages 3 – 6. Public Works staff <br />reviewed but did not provide comments specifically from Paul Conte separate from the Expert <br />Transportation & Roadway Consulting, LLC provide document. <br /> <br />From the January 20, 2022 referral comments: <br />The applicant has submitted a Traffic Impact Analysis in conformance with the standards for <br />Traffic Impact Analysis and the supplemental scoping memorandum. Traffic counts, trip <br />generation, pass-by reductions, distribution and assignment were all performed in accordance <br />with project scoping and standard engineering practice. The applicant’s engineer adequately <br />described the existing transportation system and proposed development impact on traffic. <br />Projected trips were distributed and assigned to the transportation network based upon existing <br />patterns and professional judgement. A safety and crash summary is provided. Queuing and level <br />of service information is provided for the 2021 existing condition, 2023 pre- and post- <br />development and 2028 post-development. The applicant has not proposed any exceptions to the <br />report content requirements for development that generates less than 100 trips in any peak <br />hour. Therefore, this criterion has been satisfied. <br /> <br />#4. <br />Public Works staff provided Traffic Impact Analysis Review referral comments on January 20, <br />2022. <br /> <br />#5. <br />Public Works staff performed a Traffic Impact Analysis Review and determined that the TIA <br />provided the information necessary to perform a review and that the TIA is complete. <br /> <br />#6.
