AGENDA COVER MEMO <br />February 21, 2017 <br />To: Lane County Planning Commission <br />From: Terri Harding, City of Eugene Planning Division <br />Subject: Eugene Urban Growth Boundary Adoption Process <br />ISSUE STATEMENT <br />The City of Eugene is preparing to adopt a new urban growth boundary (UGB), following several <br />years of community input, technical analysis, revisions and policy check-ins. The Eugene City <br />Council provided direction to staff on how to prepare the UGB adoption package between 2012 <br />and 2016, as a variety of technical products were completed (See Attachment B). The City <br />submitted its formal UGB proposal to the State of Oregon on January 13, 2017. On January 18, the <br />City Council approved the UGB adoption process and timeline (Attachment A), in addition to a <br />community engagement plan. <br />At this work session, the Lane County Planning Commission will discuss the formal adoption process, <br />which includes recommendations and decision making by both the City of Eugene and Lane County, <br />and walk through the UGB proposal to prepare for the March 7 public hearing. <br />BACKGROUND <br />While the vast majority of Eugene's 20-year growth can be accommodated inside the current <br />UGB, a shortfall of land has been identified for large lot industrial uses, parks, and schools. A <br />UGB expansion of 958 acres is proposed to accommodate the shortfall of land and has been the <br />subject of in-depth analysis over the last several years. The UGB expansion process is highly <br />regulated by state law and subject to a specific set of technical considerations. These technical <br />considerations have informed the City's proposal, as have numerous community groups, such as <br />the Envision Eugene Technical Resource Group, the Eugene Planning Commission, a variety of <br />subcommittees, stakeholders, property owners and residents. <br />While there are challenges with any UGB expansion, this proposal provides a balanced and well- <br />reasoned approach that is consistent with state law and considers the community's long-term <br />vision for Eugene. <br />Jobs, Parks, and Schools <br />The City proposes to expand the UGB in the Clear Lake Road area for over 3,000 jobs, a <br />community park, and a future school site, on a total of 924 acres. In addition, the proposal <br />includes expanding the UGB for a 35-acre community park in Santa Clara. Materials related to <br />the jobs, parks, and schools expansion are located in a binder prepared for each Commissioner, <br />and available on the Envision Eugene website at www.envisioneugene.org. <br />
