Residential Land
The City completed a Residential Land Supply Study to determine the adequacy of its land supply
for homes over the 20 year planning period (2012-2032). The study found adequate land inside
the current boundary, provided one additional efficiency measure accompany the adoption of
the land study. The efficiency measure will implement Eugene City Council direction from
October 2016 to accommodate a portion of the city's needs for medium density homes by
increasing the minimum density requirement in the R-2 medium density residential zone. No
UGB expansion is necessary to accommodate the city's 20-year land needs for housing. The
binder of materials provided for each Commissioner contains the Residential Land Supply Study
and associated exhibits, which staff will walk through at the work session.
NEXT STEPS
The City is implementing the Council-approved community engagement plan by holding a series
of Community Information Sessions, sending e-newsletters, maintaining a project website, and
attending other group meetings and events in addition to Planning Commission work sessions.
The City and County Planning Commissions are scheduled to hold a joint work session and public
hearing on the evening of March 7, in Harris Hall. Attachment A shows the timeline for major
events and meetings leading up to the public hearing. After the hearing, each Commission will
deliberate on the proposal and form a recommendation. Once the Commissions provide
recommendations on the UGB adoption package, the Eugene City Council and Board of County
Commissioners will hold work sessions, a public hearing, and deliberations before taking action
on the proposal.
Additional information is available on the Envision Eugene website at www.EnvisionEugene.org.
ATTACHMENTS
A.
