The Planning Director found the applicant's request to comply with the <br />approval criteria with 8 conditions. <br />Applicant: <br />Spring Knoll, LLC <br />Applicant's Representative: <br />A & 0 Engineering, LLC DBA Olson & Morris - Scott Morris, PE. <br />Lead City Staff: <br />Althea Sullivan, Assistant Planner, Eugene Planning Division; (541) 682-5282 <br />Subject Property/Zoning/Location: <br />Tax Lot 2801 of Map 18-03-16-20; zoned Low-Density Residential with a Water Resource <br />Conservation Overlay (R-1/WR); located near the eastern terminus of East 43rd Avenue. <br />Relevant Dates: <br />Application submitted on February 15, 2017; supplemental materials submitted March 28, 2017 <br />and April 5, 2017; application deemed complete April 5, 2017; decision granting conditional <br />approval issued on May 18, 2017. <br />Background/Present Request <br />The subject property is located near the eastern terminus of East 43rd Avenue, and is <br />approximately 1.8 acres in size. The subject property was previously included in a request to <br />develop 26 homes, and connect Wendell Lane, this application was withdrawn (see PDT 15-3). <br />The current request is to divide the property into 9 single-family lots, and to construct a segment <br />of Wendell Lane which will dead end on the property and only serve the proposed lots. <br />This request is subject to the Type II application procedures, which are addressed in EC 9.7200- <br />9.7230. The applicant has requested review of the application under 9.8520 Subdivision, <br />Tentative Plan Approval Criteria - Needed Housing.
