We have been an active partner in
Envision Eugene since 2010, and we have deep appreciation for the tremendous effort put forth
thus far by Eugene's leaders, staff and community members. Please place these comments in the
record for each of the following file numbers: CA 17-1, MA 17-1, RA 17-1, Z 17-2.
1000 Friends is proud to support the great majority of the proposal now before you, and we
commend your staff for their thorough, detailed work. However, we cannot support the UGB
expansion for large-lot industrial uses unless changes are made to the proposed Clear Lake
Overlay zoning code and related comprehensive plan amendments to ensure the area is protected
in future decades for the large-lot industrial users it is intended to accommodate.
The need for permanent protection
Eugene's employment land needs are quantified by the Eugene Economic Opportunities
Analysis (EOA).
