Thank you. My name is Ivy Stanton, my sister Lydia Kulus and I grew up in Eugene, and attended U of O. The following is an excerpt a verbal statement made by our Mother, Yvonne Webking who wrote a letter to express the urgency of her Measure 37 Claim not being overturned. We repeat it here because we do not think we can improve upon it. She wrote this letter when she was 84. Here are her words: "In 1960 my husband, Lane, purchase 243 acres near the Eugene Airport, along Highway 99 W. He normally invested in ranches in Eastern Oregon, fixed them up and then sold them for a modest profit. However, since we lived in Eugene, he thought it would be wise to purchase this parcel of property. He was confident that as the airport expanded, we would be able to either sell the parcel or develop it. He was sure that one day this property would become valuable. In 1970 tragedy struck our family when my husband died in a horrific accident while conducting business in California. I suddenly became a widow living on fixed income doing my very best to raise two daughters. It was terribly difficult but we all sacrificed and did the very best we could. I was counting on this property to provide for me in my later years. In the seventies another tragedy struck our family. I learned that the Eugene Municipal Airport was going to condemn 160 acres. I did everything I could but learned that I had no legal recourse. Do you know how much the Airport reimbursed me for my acreage? $1,200 an acre. I felt robbed. Since then I have struggled to find buyers for the remaining 83 acres. Time and time again I find potential buyers reluctant to purchase my property. They are fearful that it will be condemned again. Last year, when I learned that my property could qualify for measure 37 status, I asked my two daughters to help me find the right people who could assist me in filing my claim. I have spent a sizable sum of money on this process. In fact, I am in the process of having to sell my only car in order to have funds to live on. And now I learn that due to Senate Bill 505 my claim might be delayed. I appeal to you, please do not enact this bill. I have dwindling resources and am stressed in pursuing this expensive process further. Furthermore, time is running out. Will you sentence me to live in financial duress after the voters of the state provided a way for me to finally receive a little bit of justice by allowing me my property rights stolen from me years ago? My property is surrounded by the airport, other industrially zoned land and the second most used north/south traffic artery in our state. In my measure 37 claim, I have asked to have my land zoned for industrial usage. This land holds the potential for creating much needed jobs for Lane County. We need income generating potential. My claim will allow this." Our Mother passed away on Memorial Day nine years later. My sister and I still wait after all this time for our Dad's dreams to come true.
