My name is Ivy Stanton, my sister Lydia Kulus and I grew up in Eugene, and <br />attended U of O. <br />The following is an excerpt a verbal statement made by our Mother, Yvonne <br />Webking who wrote a letter to express the urgency of her Measure 37 Claim not <br />being overturned. We repeat it here because we do not think we can improve upon <br />it. She wrote this letter when she was 84. Here are her words: <br />"In 1960 my husband, Lane, purchase 243 acres near the Eugene Airport, along <br />Highway 99 W. He normally invested in ranches in Eastern Oregon, fixed them up <br />and then sold them for a modest profit. However, since we lived in Eugene, he <br />thought it would be wise to purchase this parcel of property. He was confident that <br />as the airport expanded, we would be able to either sell the parcel or develop it. He <br />was sure that one day this property would become valuable. <br />In 1970 tragedy struck our family when my husband died in a horrific accident <br />while conducting business in California. I suddenly became a widow living on <br />fixed income doing my very best to raise two daughters. It was terribly difficult <br />but we all sacrificed and did the very best we could. I was counting on this <br />property to provide for me in my later years. <br />In the seventies another tragedy struck our family. I learned that the Eugene <br />Municipal Airport was going to condemn 160 acres. I did everything I could but <br />learned that I had no legal recourse. Do you know how much the Airport <br />reimbursed me for my acreage? $1,200 an acre. I felt robbed. Since then I have <br />struggled to find buyers for the remaining 83 acres. Time and time again I find <br />potential buyers reluctant to purchase my property. They are fearful that it will be <br />condemned again. <br />Last year, when I learned that my property could qualify for measure 37 status, I <br />asked my two daughters to help me find the right people who could assist me in <br />filing my claim. I have spent a sizable sum of money on this process. In fact, I am <br />in the process of having to sell my only car in order to have funds to live on. <br />And now I learn that due to Senate Bill 505 my claim might be delayed. I appeal <br />to you, please do not enact this bill. I have dwindling resources and am stressed in <br />pursuing this expensive process further. Furthermore, time is running out. Will <br />you sentence me to live in financial duress after the voters of the state provided a <br />way for me to finally receive a little bit of justice by allowing me my property <br />rights stolen from me years ago? <br />My property is surrounded by the airport, other industrially zoned land and the <br />
