I live on <br />Kincaid and use the intersection of 32nd and Hilyard twice a day to and from <br />work. This hearing is happening because neighbors who would be directly affected <br />by traffic impacts of this development are appealing the City's approval of the <br />applicant's traffic impact analysis. <br />While we welcome the general concept of the development here, there are serious <br />flaws and omissions in the analysis that the City failed to recognize, and must be <br />addressed. We've had to hire our own land use planner and traffic engineer to <br />prepare this testimony. Our main concerns are (1) the unrealistic assumptions <br />about traffic flow generated by the development, and lack of mitigation; (2) <br />inadequate attention to safety of pedestrians and cyclists; and (3) a serious lack of <br />sufficient onsite parking that would drive people to park in front of our homes. <br />Most of the homes in this neighborhood were built in the 60's and the norm is a <br />single story, two or three bedroom house with a single width driveway. US <br />Department of Transportation data says two-person households average two <br />vehicles each, and many households in this neighborhood depend on "street <br />parking" in front of their home for their second--or sometimes third--vehicle. <br />Amazon Corner needs enough spaces for 117 new households, which easily could <br />have two or three vehicles each; plus any of their visitors, plus employees for <br />several ground level businesses, plus their customers and service vehicles. The <br />159 spaces proposed are not at all realistic for the whole development, and will <br />drive overflow parking into the neighborhood. <br />We would welcome Amazon Corner if it could be a source of enrichment for the <br />neighborhood without being a burden on its neighbors. We're asking for a <br />thorough and complete traffic impact analysis that reflects realistic needs for <br />onsite parking, traffic mitigation and safety in the area. <br />Introducing Eben Fodor: Eben Fodor holds Masters degrees in Urban and <br />Regional Planning, and Environmental Studies.
