EUGENE CITY COUNCIL
AGENDA ITEM SUMMARY
Eugene
Action: Adoption of Resolution Annexing Land to the City of Eugene
(Property Identified as Assessor's Map 18-03-09-20, Tax Lot 500)
(Fur-tick; A 16-10)
Meeting Date: January 23, 2017
Department: Planning and Development
www.eugene-orgov
Agenda Item Number:
Staff Contact: Nicholas R. Gioello
Contact Telephone Number: 541/652-5453
ISSUE STATEMENT
This item is a request to annex approximately 1.65 acres (72,075 square feet) of vacant land
located north of the intersection of East 300 Avenue and Spring Boulevard. The property is
located within the Urban Growth Boundary and is contiguous to the City limits. No public rights-
of-way are proposed for annexation as part of this request. A vicinity map is provided as
Attachment A.
The property is zoned AG Agricultural with /UL Urbanizable Lands Overlay. The Metro Plan and
the Laurel Hill Plan designate the subject property for low density residential use. Annexation will
allow for future development consistent with the property's designation and the Eugene Code.
Specific plans for future development of the site are not included as part of this annexation
application.
BACKGROUND
The Metro Plan provides that ultimately land within the urban growth boundary will be annexed
into the city and provided with a minimum level of urban services. Approval of annexation
requests are based on the criteria at EC 9.7825 which require that (1) the land proposed to be
annexed is within the City's Urban Growth Boundary (UGB) and is contiguous to the City limits or
separated from City limits only by a right-of-way or water body; (2) the proposed annexation is .
consistent with the applicable policies in the Metro Plan and in any applicable refinement plans
and (3) the proposed annexation will result in a boundary in which the minimal level of key urban
facilities and services can be provided in an orderly, efficient, and timely manner. Draft findings
demonstrating that the annexation request is consistent with these approval criteria are included
as Exhibit C to the draft resolution (Attachment B).
The city's annexation procedures provide for the council to adopt a resolution approving,
modifying and approving, or denying an application for annexation; or provide for the council to
hold a public hearing before consideration of the annexation request.
To provide nearby property owners and residents an opportunity to review and comment on this
annexation request, public notice was provided consistent with Eugene Code requirements. As of
