Gioello <br />Contact Telephone Number: 541/652-5453 <br />ISSUE STATEMENT <br />This item is a request to annex approximately 1.65 acres (72,075 square feet) of vacant land <br />located north of the intersection of East 300 Avenue and Spring Boulevard. The property is <br />located within the Urban Growth Boundary and is contiguous to the City limits. No public rights- <br />of-way are proposed for annexation as part of this request. A vicinity map is provided as <br />Attachment A. <br />The property is zoned AG Agricultural with /UL Urbanizable Lands Overlay. The Metro Plan and <br />the Laurel Hill Plan designate the subject property for low density residential use. Annexation will <br />allow for future development consistent with the property's designation and the Eugene Code. <br />Specific plans for future development of the site are not included as part of this annexation <br />application. <br />BACKGROUND <br />The Metro Plan provides that ultimately land within the urban growth boundary will be annexed <br />into the city and provided with a minimum level of urban services. Approval of annexation <br />requests are based on the criteria at EC 9.7825 which require that (1) the land proposed to be <br />annexed is within the City's Urban Growth Boundary (UGB) and is contiguous to the City limits or <br />separated from City limits only by a right-of-way or water body; (2) the proposed annexation is . <br />consistent with the applicable policies in the Metro Plan and in any applicable refinement plans <br />and (3) the proposed annexation will result in a boundary in which the minimal level of key urban <br />facilities and services can be provided in an orderly, efficient, and timely manner. Draft findings <br />demonstrating that the annexation request is consistent with these approval criteria are included <br />as Exhibit C to the draft resolution (Attachment B). <br />The city's annexation procedures provide for the council to adopt a resolution approving, <br />modifying and approving, or denying an application for annexation; or provide for the council to <br />hold a public hearing before consideration of the annexation request. <br />To provide nearby property owners and residents an opportunity to review and comment on this <br />annexation request, public notice was provided consistent with Eugene Code requirements.
