AWft <br />Planning <br />February 12, 2016 <br />MSS, INC <br />ATTN: PETER SEADERS <br />215 NW 4T" STREET <br />CORVALLIS, OR 97330 <br />RE: Completeness Review for Eugene Towneplace Suites (SR 16-1; WG 16-1; ARB 16-3) <br />On January 13, 2016, you submitted Site Review, Adjustment Review, and Willamette Greenway <br />applications for the Eugene Towneplace Suites project. The Planning Division has assigned file <br />numbers (SR 16-1; WG 16-1; ARB 16-3) and I will serve as the lead City staff person reviewing the <br />application. <br />As you know, the first step in the application process is the "Completeness Review Step." For further <br />information about this step, refer to the document enclosed titled, "Land Use Application - <br />Completeness Review Step." Also enclosed is a document titled, "Incomplete Land Use Application - <br />180 Day Completeness Review Process." To help ensure City staff know how to proceed with your <br />application, please sign and return this form. <br />Regarding your application, City staff reviewed the application and determined that it is incomplete. <br />Attached are completeness review comments from the Public Works and Land Use Departments, and <br />below are comments from the Planning Department that help to identify the missing or otherwise <br />incomplete materials as they relate to the relevant approval criteria: <br />• Willakenzie Area Plan - Goodpasture Subarea: As part of the Willamette Greenway <br />application, please address any applicable "Goodpasture Island Subarea" policies. <br />Willakenzie Area Plan Policies: Commercial Area Design Guideline #6 encourages varied <br />building forms and setbacks. While staff supports the overall design of the site and structure, <br />and acknowledges the absence of blank walls, we would encourage additional architectural <br />detailing on the river-facing facade. For example, the two proposed trellises could be <br />extended farther up the face of the building, or a number of windows could be added directly <br />above the proposed trellis. <br />• Lighting: On the site plans, please clarify the location and height of all proposed exterior <br />lighting. Any lighting should be fully shielded on the side facing the river. <br />Site Review Criterion #7: 1 was able to locate (on microfilm) the City Council's approval of <br />AZ 79-3, which annexed and rezoned the subject property.
