<br />Metro Planning, Inc July 2026 Kendall & James Homes LLC <br />2 <br /> <br />Background <br /> <br />This tentative subdivision application pertains to the real property identified as Assessor’s Map 17-03-20-41 Tax Lot 1300, also known <br />as 2610 Cal Young Road (“subject property”). The subject property is located inside the City of Eugene city limits on the south side of <br />Cal Young Road approximately 300 feet east of Coburg Road. The subject property is zoned R-1 with a consistent Metro Plan <br />Designation of Low-Density Residential. The subject property contains one existing single-family dwelling and one garage; both are <br />proposed to be removed. There are no new dwellings proposed with this subdivision. <br /> <br />For City staff review, this written narrative delineates the proposal’s compliance with the criteria and standards required for tentative <br />subdivision approval contained in Eugene Code (EC) Sections: EC 9.8510 – Subdivision, Tentative Plan Application Requirements, <br />EC 9.8515 – Subdivision, Tentative Plan Approval Criteria – General/ Discretionary. Herein, Eugene Code sections are indicated by <br />bold and/or italic typeface; applicant responses follow in plain typeface. <br /> <br /> <br />EC 9.7007 Neighborhood/Applicant Meetings <br /> <br />A neighborhood/applicant meeting was held on Thursday, March 26, 2026 at 5:30 pm. As required by EC 9.7007, the following packet <br />of materials is included with this submittal: <br /> <br />1. Affidavit of Mailing (includes meeting notice letter, list of all recipient addresses, and site plan) <br />2. Affidavit of Posting <br />3. Meeting Summary Notes <br />4. Sign-in Sheet <br /> <br /> <br />EC 9.8510 Subdivision, Tentative Plan Application Requirements <br /> <br />(1) All tentative subdivision applications shall be prepared by an Oregon licensed land surveyor and shall include a <br />preliminary title report. <br /> <br />The Tentative Subdivision Plan was prepared by David J Collier, PLS of Pacific Surveying, Inc. A preliminary title report is included with <br />the application submittal materials – see the attached Cascade Title Status of Record Title (SORT) Report # 0347751. <br /> <br />(2)The application shall include all contiguous undeveloped or partially developed property under the same ownership as the <br />subject property, be signed by the owner of the property, and include such related information as prescribed by the planning <br />director. <br /> <br />There are no contiguous properties under common ownership. The application form is signed by Colby Graham on behalf of Kendall <br />and James Homes, LLC. <br /> <br />(3) The tentative subdivision plan application shall include a phasing plan that indicates any proposed phases for <br />development, including the boundaries and sequencing of each phase. Phasing shall progress in a sequence that promotes <br />street connectivity between the various phases of the development and accommodates other required public improvements. <br /> <br />There is no phasing proposed with this tentative subdivision plan. <br /> <br />(4) The lot proposed to be divided in the subdivision application is a legal lot. <br /> <br />The subject property is a legal lot as defined by EC 9.0500(B). Tax Lot 1300 was created by deed in 1947 and remains in the s ame <br />configuration to date. See the attached Assessment and Taxation Property Description Card. <br /> <br /> <br />
