The <br />spacing area shall be measured from the edge of one access connection to the leading edge of another <br />access connection. <br /> <br />Cal Young Road is a Minor Arterial classified street and therefore the access connection on the subject property shall be spa ced at <br />least 150 feet from the from the edge of the Coburg Road access connection. The access connection is located approximately 275 feet <br />from the leading edge of Coburg Road and approximately 400 feet from the leading edge of Woodside Drive. The proposal complies <br />with this criterion. <br /> <br />(3) The standard at (2) may be adjusted if consistent with the criteria of EC 9.8030(28). <br /> <br />The proposed subdivision meets the required access connection spacing requirements and therefore no adjustment to the standard is <br />requested. <br /> <br />(e) EC 9.6750 Special Setback Standards. <br /> <br />Cal Young Road at the subject property is already improved with curbs, gutters, and sidewalks. No special setback is required to <br />accommodate additional right-of-way. There are no planned utility easements located adjacent to the subject property; no special <br />setback is needed for utility easements. This criterion does not apply to this proposal. <br /> <br />(f) EC 9.6775 Underground Utilities. <br /> <br />All proposed utilities shall be located underground per EC 9.6775. This is notated on the tentative subdivision plan set. <br /> <br />(g) EC 9.6780 Vision Clearance Area. <br /> <br />Vision Clearance Areas are proposed on the northeast and northwest corners of the proposed private access street, where it intersects <br />with Cal Young Road. See the tentative subdivision plan for specifications. <br /> <br />(h) EC 9.6791 through 9.6797 regarding stormwater flood control, quality, flow control for headwaters area, oil <br />control, source control, easements, and operation and maintenance. <br /> <br /> <br />9.6791 Stormwater Flood Control <br /> <br />The subject property falls within the Willakenzie Stormwater Master Plan area. This master plan demonstrates that there is capacity in <br />the existing stormwater system. There is a public stormwater system within Cal Young Road that has been modeled according to the <br />master plan. <br /> <br /> <br />9.6792 Stormwater Quality <br /> <br />To meet Eugene Stormwater Management Manual (ESMM, 2025) stormwater treatment and detention requirements, it is proposed to <br />construct a filtration rain garden in the northwest area of the property within Tract A. Runoff from newly constructed impervious <br />surfaces will be collected via catch basins within the drive aisle, while future buildings will have their downspouts connect directly into <br />the underground storm piping. All runoff is proposed to filtrate through the facility's growing medium layer before routing to the existing <br />piped stormwater system given the low infiltration rates measured by Core Geoengineering in December 2025. From there, runoff will <br />utilize the existing 12" connection to the subject property and route to the storm main within Cal Young Rd. The rain garden will be <br />landscaped to meet treatment requirements prescribed by the ESMM. <br /> <br /> <br />9.6793 Stormwater Flow Control (Headwaters) <br /> <br />The proposed subdivision is located on relatively level terrain. There are no waterways, including headwater streams, located on the <br />subject site. This criterion is not applicable. <br /> <br />
