From every building located within 40 feet of a public or private street to the street right-of-way line. <br /> <br />A 3.5’ sidewalk is proposed on the west side of the proposed private street within the 25.00’ Private Access and Utility Easement to <br />allow pedestrian access from Cal Young Road to each proposed lot as well as from lot to lot on-site. The proposal complies with these <br />criteria. <br /> <br />(3) Design of On-Site Pedestrian Facilities. All on-site pedestrian paths provided for the purposes of complying <br />with this land use code shall conform with the following standards: <br /> <br />(a) On-site pedestrian paths shall provide direct access from public ways to building entrances. <br />(b) On-site pedestrian paths shall be constructed of concrete, a comparable hard surface material, or any <br />properly designed pervious surface that complies with the Americans with Disabilities Act. <br />(c) On-site pedestrian paths shall be raised to standard curb height when adjacent to public and private <br />streets or driveways. <br />(d) On-site pedestrian paths intersected by driving aisles shall be marked with striping or constructed with a <br />contrasting paving material to indicate a pedestrian crossing area. <br />(e) Pedestrian scale lighting in conformance with the standards in EC 9.6725 Outdoor Lighting Standards <br />shall be provided along pedestrian facilities. <br /> <br />The 3.5’ wide on-site pedestrian sidewalk complies with all above design standards. Please see the A&O Engineering plan set for <br />specifications. <br /> <br />(4) Adjustment. These standards may be adjusted if consistent with the criteria of EC 9.8030(22). <br /> <br />No adjustment to the applicable standards contained in EC 9.6730 is requested. <br /> <br />(d) EC 9.6735 Public Access Required. <br /> <br />9.6735 – Public Access Required. <br /> <br />(1) Except as otherwise provided in this land use code, no building or structure shall be erected or altered <br />except on a lot fronting or abutting on a public street or having access to a public street over a private street or <br />easement of record approved in accordance with provisions contained in this land use code. <br /> <br />As required by EC 9.6735(1), the proposed lots will receive direct access to Cal Young Rd, a public street, via the proposed 20.00’ <br />private street located within the 25.00’ Access & Utility Easement. The proposal complies with this criterion. <br /> <br />(2) Access from a public street to a development site shall be located in accordance with EC 7.420 Access <br />Connections – Location. If a development will increase the development site’s peak hour trip generation by less <br />than 50% and will generate less than 20 additional peak hour trips, the development site’s existing access <br />connections are exempt from this standard. <br /> <br />Each proposed lot will increase the development site’s peak generation by one trip per peak hour for a total of nine additional peak <br />hour trips therefore increasing the peak hour trip generation by more than 50% making the proposed subdivision required to comply <br />with the standards contained in EC 7.420, addressed below. <br /> <br />EC 7.420 Access Connections – Location. <br /> <br />(1) Access Connections to all Street Classifications. Access connections to all street classifications shall be <br />located in accordance with the following standards: <br /> <br />(a) No access connection shall be located to encompass a municipal utility. An access connection may <br />encompass a municipal utility if the applicant either: <br /> <br />There is no access connection proposed to encompass a municipal utility.
