<br /> <br />July 2, 2026 <br /> <br />SLOCUM ORTHOPEDICS <br />Standards Review – Water Quality (/WQ) Overlay Zone <br />Map 17-03-16-43, Tax Lot 00104, Chad Drive, Eugene. <br /> <br /> <br />WRITTEN STATEMENT <br />In accordance with the City of Eugene Standards Review (/WQ) Water Quality Overlay Zone application <br />submittal requirements, this written statement describes the proposed impacts to, and protections of, adopted <br />Non-Goal 5 water resource (stormwater conveyance) setback area. It also demonstrates that the proposal <br />complies with the applicable approval criteria contained in EC 9.8460–9.8474 (Standards Review) and EC <br />9.4770–9.4790 (/WQ Water Quality Overlay Zone). <br /> <br />I. LAND USE REQUEST <br />A. Introduction. <br />This land use application requests approval of proposed impacts to, and protections of, a Non-Goal 5 <br />water quality setback area. Approval of these impacts and protections will facilitate the development of <br />a larger project currently under construction: an orthopedic medical center. The City of Eugene has <br />previously approved the associated Adjustment Review (ARA 25-19) and Traffic Impact Analysis (TIA <br />25-02) applications. While related to the same overall development project, those approvals have <br />been granted independently, and this Water Quality Overlay Zone application is being submitted as a <br />stand-alone land use application. <br /> <br />The application package includes the required application form, written statement with findings <br />demonstrating compliance with all applicable approval criteria, supporting exhibits, attachments, and <br />plans. Although this application is independent of the previously approved reviews, the associated <br />applications provide relevant background information and opportunities for cross-referencing. <br />Consideration of the previously approved materials may assist the City in its review of this application <br />and in rendering a final decision. <br /> <br />B.
