Staff concluded <br />that the approved landscape plan provided substantially more trees than required and that the proposed <br />tree species satisfied the applicable landscaping standards. <br /> <br />The applicant is now proposing to remove the small, ornamental trees located along the primary <br />pedestrian walkway leading to the building entrance. These trees were not included in the staff's original <br />calculation of the minimum number of required parking lot trees. The approved Site Review landscape <br />plan showed ten trees within this walkway area; however, fourteen trees were ultimately installed. Of the <br />fourteen small, ornamental trees installed, only three of the trees achieved a trunk diameter size of 8” <br />due to pour performance and did not substantially contribute to meeting the site's landscaping <br />requirements. <br /> <br />According to the applicant's Licensed Landscape Architect, the trees have underperformed due to <br />inadequate soil volume and growing conditions. The planting areas are constrained in both size and <br />depth, limiting healthy root development. In addition, adjace nt canopy trees have matured and <br />expanded, creating significant shade conditions that have further limited the growth and viability of the <br />decorative trees. <br /> <br />The existing trees have also caused damage to the adjacent concrete walkway resulting in uneven <br />pavement and tripping hazards. Some of the trees and associated planting areas further impede direct <br />access between designated ADA parking spaces and the pedestrian walkway system. The proposed <br />removal of the trees will allow the applicant to reconstruct the affected walkway, eliminate existing <br />accessibility and safety barriers, and improve pedestrian safety and accessibility throughout the site. <br /> <br />The proposed modification is limited to the removal of fourteen ornamental trees and associated repairs <br />to the walkway. No changes are proposed to the site's use, building footprint, circulation pattern, parking <br />supply, or overall development layout. The site will continue to exceed the minimum landscaping <br />requirements established under the original Site Review approval, and the proposed improvements will <br />enhance pedestrian safety, accessibility, and overall site appearance. <br /> <br />Therefore, the proposed modification will result in only insignificant changes to the physical appearance <br />of the development, will not alter the use of the site, and will not create adverse impacts on surrounding <br />properties. The criterion is met. <br /> <br />VII. CONCLUSION AND RECOMMENDATION <br />Based on the information and findings contained within this narrative, together with the accompanying <br />exhibits, attachments, and plans, the applicant demonstrates that the proposed modification to the Pape <br />Headquarters Site Review approval satisfies the applicable approval criteria of the Eugene Code. The <br />requested modifications are limited in scope, maintain consistency with the original Site Review <br />approval, and will improve site safety, accessibility, and long-term maintenance while preserving the <br />overall character and function of the development. <br /> <br />Accordingly, the applicant respectfully requests approval of the proposed Site Review modification. The <br />applicant and the applicant's representative are available to respond to questions and provide any <br />additional information necessary to facilitate review of the application.
