April 2024 Findings & Decision of the Planning Director Page 8 of 8
E&A Rental Properties, LLC. (SR 24-1)
Informational Items

The following informational items are also provided for the applicant’s benefit:

Building Code Review:
• The proposed 1-story addition creates a condition such that the entire structure must
be compliant with the Oregon Structural Specialty Code (OSSC) or the Oregon
Residential Specialty Code (ORSC)
• A construction permit is required. The design, analysis and construction documents
must demonstrate compliance under either the OSSC or the ORSC, but not both.

Fire Department:
Eugene-Springfield Fire provided the following informational comments:
• Fire Department access appears to be adequate for the proposed building. The
proposed addition is within 150 feet of all points of ground level of the building along an
approved route from West 5th Avenue meeting 2022 Eugene Fire Code 503.1.1.
• Water Supply: Per phone call with Laura Farthing, Water Engineer with Eugene Water
and Electric Board (EWEB), fire flows exceed 1,500 gpm meeting minimum criteria for
wood frame buildings 3,600 sq. ft. or less per EFC 507.5.1 and EFC Appendix B, Table
B105.1(2).

Eugene Water & Electric Board Informational Items:
• The Eugene Water and Electric Board (EWEB) has provided a referral which lists
informational items, and states that several items will be required prior to the provision
of electric and water services from EWEB. While not items that must be addressed for
approval under the Eugene Code, the items are no less important and are certainly
applicable. For ease of reference, the referral can be found as Attachment A.

Attachment
Attachment A: EWEB Referral Comments
