Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 22 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(7) The subdivision complies with development standards explicitly addressed in the application or is <br />granted adjustments thereto pursuant to the provisions beginning at EC 9.8015 of this land use code. <br />The subdivision complies with standards explicitly addressed in the application. Where the applicant <br />was unable to meet the standards and an Adjustment Review was available, that application has <br />been submitted. <br /> <br />(8) Where all or a portion of a development site is within the South Hills Study and above 700 feet in <br />elevation, the proposed development shall have received initial approval through the Planned Unit <br />Development process. Where all or a portion of the development site is within the South Hills Study <br />and is between 500 feet and 701 feet, and the development site is at least 4 acres with areas of the <br />development site containing slopes that exceed 20%, the proposal shall have received initial approval <br />through the Planned Unit Development process. <br />The development site is between 500 and 701 feet and is less than 4 acres. The Planned Unit <br />Development process is not required. <br /> <br />(9) If the applicant elects to use the expedited land division procedures in EC 9.7900 through EC 9.7925, <br />the application must meet the following additional approval criteria in subparagraphs (a)–(c): <br /> <br />(a) The subdivision only includes land zoned for residential uses; <br />The subdivision only includes land zoned for residential use. <br /> <br />(b) The lots created will only be developed for residential use, including recreational or open space <br />accessory to residential use; and <br />The lots created will only be developed for residential use including open space accessory to <br />residential use. <br /> <br />(c) The lots created will either allow construction of residential units at a density of 80 percent or <br />more of the maximum net density per acre permitted in the zone and identified in Table 9.2750; <br />or, existing and future dwellings located on the property that is the subject of the subdivision <br />application will be sold or rented to households with incomes below 120 percent of the median <br />family income for Lane County. <br />Future dwellings will be sold to households with incomes below 120 percent of the median family <br />income. <br /> <br />The applicant elects to use the expedited land division procedures In EC 9.7900 through EC <br />9.7925. <br /> <br /> <br />Conclusion <br />We look forward to your review and approval of the Floral Hill Terrace Subdivision and the addition of <br />more housing opportunities for the city of Eugene. <br /> <br /> <br />Sincerely. <br />Schirmer Consulting, LLC <br /> <br /> <br /> <br />Carol Schirmer <br />Principal <br /> <br />
