Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 19 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(4) The proposed subdivision provides pedestrian, bicycle and transit circulation among buildings located <br />within the development site, as well as pedestrian circulation to transit stops and neighborhood <br />activity centers located within 1/4 mile of the development site and bicycle circulation to transit stops, <br />and neighborhood activity centers located within 2 miles of the development site, provided the city <br />makes findings to demonstrate consistency with constitutional requirements. The distance between <br />the development site and a transit stop or neighborhood activity center shall be determined using the <br />shortest distance as measured in a straight line between a point along the perimeter of the <br />development site and: <br />(1) A sign identifying a transit stop; or <br /> <br />(2) A point along a property line of a neighborhood activity center. <br /> <br />The proposed subdivision is designed to provide pedestrian and bicycle circulation among buildings, <br />consistent with a single dwelling neighborhood. Each proposed lot is served by a private or public <br />street, with sidewalks connecting the lots to each other and the proposed public sidewalk on Floral <br />Hill Drive. No transit is proposed and there is no existing transit in the Laurel Hill Valley neighborhood. <br /> <br />EC 9.0500 defines a Neighborhood Activity Center as - . A building or premises used for recreational, <br />social, educational, or cultural activities, open to the public or a designated part of the public, which is <br />a common destination or focal point for community activities. Includes primary and secondary <br />schools, neighborhood parks and playgrounds, and shopping centers. <br /> <br />The nearest transit stop is the EmX Walnut Station at the intersection of Walnut Street and Franklin <br />Blvd. 1 mile from the development site. The nearest facilities that qualify as Neighborhood Activity <br />Centers are: <br />Hendricks Park 800 feet to Floral Hill Drive Trail Head <br />Laurel Hill Park 500 feet <br />Ribbon Trail 500 feet <br />Northwest Youth Corps and Twin Rivers Charter School 500 feet <br /> <br />(5) For areas not included on the city’s acknowledged Goal 5 inventory, the subdivision will preserve <br />existing natural resources by compliance with the provisions of EC 9.6880 through EC 9.6885 Tree <br />Preservation and Removal Standards. <br />The site is not on the city’s acknowledged Goal 5 inventory. <br /> <br />EC 9.6882 Applicability of Tree Preservation and Removal Standards. <br />Unless exempt under EC 9.6885(1), the standards in EC 9.6885(2) apply: <br />(1) Prior to city approval of an agreement or permit, including, but not limited to development permits <br />and grading permits, for development activity that would result in the removal of a significant tree <br />on the development site; or <br /> <br />(2) When another section of this land use code specifically requires compliance with the standards; <br />or <br /> <br />(3) To all subsequent actions impacting trees on property subject to an approved conditional use <br />permit, planned unit development, site review, or subdivision that includes a tree <br />removal/preservation plan or conditions related to tree removal or preservation. <br />This is an application for a Subdivision. <br /> <br />EC 9.6883 Tree Verification. <br />Prior to a site change that impacts a significant tree, a tree verification request form shall be <br />submitted to the city for verification regarding the status of the tree. Verification shall be based on: <br />(1) Where the change involves the removal of a tree, whether the removal meets the criteria for <br />exemption under EC 9.6885(1) Tree Preservation and Removal Standards – Exemptions from <br />Standards. <br />The removal does not meet the criteria for exemption.
