Floral Hill Terrace Subdivision <br />Tentative Subdivision – Written Statement 6 <br />May 15, 2026 <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br />(2) The application shall include all contiguous undeveloped or partially developed property under the same <br />ownership as the subject property, be signed by the owner of the property, and include such related <br />information as prescribed by the planning director. <br /> The application includes all contiguous property under the same ownership as the subject property and <br />the application is signed by the owner. <br /> <br />(3) The tentative subdivision plan application shall include a phasing plan that indicates any proposed <br />phases for development, including the boundaries and sequencing of each phase. Phasing shall <br />progress in a sequence that promotes street connectivity between the various phases of the development <br />and accommodates other required public improvements. <br /> This project will be developed in one phase. <br /> <br />(4) The lot proposed to be divided in the subdivision application is a legal lot. <br /> The lot is a legal lot. It was created through a Property Line Adjustment approved by the city of Eugene, <br />LA 25-04. <br /> <br />(5) If the proposal includes housing, the written statement submitted with the subdivision application shall <br />clearly state whether the applicant is electing to use the discretionary approval criteria in EC 9.8515 <br />Subdivision, Tentative Plan Approval Criteria – General/Discretionary instead of the approval criteria <br />found in EC 9.8520 Subdivision, Tentative Plan Approval Criteria – Housing/Clear and Objective. <br />The applicant is electing to use the criteria found in EC 9.8520 Subdivision, Tentative Plan Approval <br />Criteria – Housing/Clear and Objective. <br /> <br />(6) The written statement submitted with the subdivision application shall clearly state whether the applicant <br />is electing to use the expedited land division procedures in EC 9.7900 through EC 9.7925 and how the <br />applicant believes that the proposal qualifies for the expedited land division procedures in EC 9.7900 <br />through EC 9.7925. <br />The applicant is electing to use the expedited land division process. <br /> <br />EC 9.8520(9) If the applicant elects to use the expedited land division procedures in EC 9.7900 through <br />EC 9.7925, the application must meet the following additional approval criteria in subparagraphs (a)–(c): <br />(a) The subdivision only includes land zoned for residential uses; <br />The subject property is zone R-1 and encompasses the entire site. The subdivision only includes land <br />zoned for residential uses. <br /> <br />(b) The lots created will only be developed for residential use, including recreational or open space <br />accessory to residential use; and <br />The lots will only be developed for residential use. The Middle Housing Land Division applications <br />submitted concurrently with this Subdivision application create induvial Middle Housing lots. Only <br />housing for residential use can and will be developed on these lots. <br /> <br />(c) The lots created will either allow construction of residential units at a density of 80 percent or more of <br />the maximum net density per acre permitted in the zone and identified in Table 9.2750; or, existing <br />and future dwellings located on the property that is the subject of the subdivision application will be <br />sold or rented to households with incomes below 120 percent of the median family income for Lane <br />County. <br />Maximum net density allowed in the R-1 zone is 14 units per acre. There are 2.9 net acres x 14 = <br />40.6 units. 40 units are proposed or 98.5% of maximum net density. <br /> <br />EC 9.8520 Subdivision, Tentative Plan Approval Criteria – Housing/Clear and Objective. Unless the <br />applicant elects to use the discretionary criteria contained in EC 9.8515 Subdivision, Tentative Plan Approval <br />Criteria – General/Discretionary, for housing applications entitled to clear and objective review pursuant to <br />state statute, the planning director shall approve, conditionally approve, or deny the subdivision application <br />based on compliance with the following criteria: <br />
