This approach ensures that the property remains a <br />viable and enduring historic asset within the community. <br /> <br />S- Area Zone Eliminates R - Zone Uses Not Compatible with Historic Preservation <br />The proposed S-Area zone will eliminate R-1 uses that do not implement the planned use of the site <br />or could hinder historic preservation including (see complete list on the proposed ordinance): <br /> <br />Athletic Facility and Sports Club <br />Athletic Field, outdoor <br />Golf Course, with or without country club <br />Recycling, small collection facility <br />Clinic, or other Medical Health Facility <br />Correctional Facility <br />Hospital, Clinic, or other Medical Health Facility <br />Residential Treatment Center <br />Transit, Neighborhood Improvement <br />Transit Park and Ride <br />Transit Station, <br />Manufactured Home Park <br />Controlled Income and Rent Housing <br />Assisted Care (6 or more living in the facility) <br />Day Care (17 or more people) <br />Amateur Radio Antenna Structure <br />Electrical Substation <br />Fiber Optic Station <br />Telecommunications Tower <br />Water Reservoir <br />Minor Transit Station <br />C-1 Neighborhood Commercial Zone Permitted Uses <br /> <br />(3) Except for areas zoned S-Area Historic Special Area zone, the area to be classified S Special Area <br />includes at least ½ acre in area. <br /> <br />Response: The site is a total of 1.5 acres in size, complying with (3) above. <br /> <br />(4) The application of the zone to the properties proposed for inclusion in the S Special Area zone and <br />the required provisions of a special area zone ordinance are consistent with the criteria required for <br />approval of a zone change, according to EC9.8865 Zone Change Approval Criteria. <br /> <br />Response: In compliance with EC9.3030(4), the findings provided below regarding EC 9.8865 are <br />incorporated herein. The applicant acknowledges that the site-specific historic zone will be adopted <br />as an uncodified ordinance and maintained at the city's planning and development department. <br /> <br />EC 9.3030 Required Provisions of a Special Area Zone Ordinance. <br />Each S Special Area zone is established by an ordinance that contains the following sections: <br />(1) Purpose describing the intent of the S Special Area zone. <br />(2) Land Use and Permit Requirements setting forth the uses to be permitted outright, permitted <br />based on approval of a land use application, or permitted subject to special standards. <br />(3) Development Standards containing development standards governing factors that are necessary <br />to achieve the purpose of the S Special Area zone such as required off-street parking, <br />landscaping, setbacks, and building height limitations.
