All parking areas shall provide perimeter landscaping according to the following <br />standards: <br />a. . . . . . Where loading areas abut property zoned residentially, a barrier shall be <br />provided between the 2 uses according to EC 9.6210(4) High Wall Standard (L-4). <br /> <br />EC 9.6210 Description of Landscape Standards. <br />(4) High Wall Landscape Standard (L-4). <br />(a) Required Materials. High Wall Landscape Standard (L-4) requires the <br />installation and maintenance of all of the following: <br />1. Masonry wall at least 6 feet high with a maximum height of 8 <br />feet. When applied along street lot lines, the wall shall be placed <br />farthest from the street with the required landscaping in between the <br />wall and the street. When abutting an adjacent parcel, the wall may be <br />placed along the interior lot line. <br /> <br />2. 1 canopy tree is required per 30 linear feet of wall. <br /> <br />3. 4 high shrubs or vines are required per 30 linear feet of wall, and <br /> <br />4. Living plant material must cover a minimum of 70 percent of the <br />required landscape area within 5 years of planting. (See Figure <br />9.6210(4) High Wall Landscape (L-4). <br /> <br />(b) Criteria for Adjustment. This standard may be adjusted if consistent with <br />the criteria of EC 9.8030(3)(e). <br />At the northwest corner of the proposed building is a delivery area. This <br />delivery area abuts property to the north zoned residentially and owned by <br />Bushnell University. The entire width of the area north of the delivery area <br />contains utility easements. Planting is not allowed in utility easements. <br />The delivery area is fully enclosed within the building and that section of <br />the building is not constructed of masonry. The L-4 criteria cannot be met. <br />See attached Adjustment Review. <br /> <br />(6) The proposal complies with applicable adopted plan policies beginning at EC 9.9500. <br />The relevant refinement plan for this development site is the West University Refinement Plan. <br /> <br />
