Duke Commons: A Bushnell University Project Page 9 of 23 <br />Site Review Application: Written Statement <br />May 11, 2026 <br /> <br /> <br /> <br />Schirmer Consulting, LLC · PO Box 10424, Eugene, OR 97440 · (541) 234-5108 <br />Landscape Architecture + Land Use Planning <br /> <br />To the extent applicable, restoration or replacement shall be in compliance with the <br />planting and replacement standards of EC 6.335 and rules adopted thereunder. <br />This code section is not found in the land use code. <br /> <br />Although the site is not identified on the City’s acknowledged Goal 5 inventory, the <br />proposal mitigates potential impacts from the loss of large canopy trees to the greatest <br />degree feasible through new landscaping, stormwater treatment facilities and tree <br />planting throughout the site. The project will replace existing developed areas with <br />landscaping and trees that contribute to the urban tree canopy, improve site aesthetics, <br />and provide environmental benefits. <br /> <br />2. For areas included on the city’s acknowledged Goal 5 inventory, any loss of significant <br />natural features described in criteria (a) and (b) above shall be consistent with the <br />acknowledged level of protection for the features. <br />Development site is not included in the City’s Goal 5 inventory. <br /> <br />(d) Street Trees. If the proposal includes removal of any street tree(s), removal of those street <br />tree(s) has been approved, or approved with conditions according to the process at <br />EC 6.305 of this code. <br />No street trees will be removed. <br /> <br />(e) Parking. There is a need for parking in the area and the proposed parking area will provide <br />shared parking. <br />Per Council Ordinance 20699, effective December 31, 2023, parking is no longer a <br />requirement of development within the city of Eugene. <br /> <br />(3) The proposal provides safe and adequate transportation systems through compliance with all of <br />the following: <br /> <br />(a) Compliance with EC 9.6800 through EC 9.6875 Standards for Streets, Alleys, and Other <br />Public Ways. <br />EC 9.6805 Dedication of Public Ways As a condition of any development, the city may <br />require dedication of public ways for bicycle and/or pedestrian use as well as for streets and <br />alleys, provided the city makes findings to demonstrate consistency with constitutional <br />requirements. Public ways for pedestrian and bicycle accessways, streets and alleys to be <br />dedicated to the public by the applicant shall conform to the adopted Street Right of Way <br />Map, and EC Table 9.6870. <br />The development site abuts a fully improved street (Alder Street) complete with sidewalk and <br />bike lanes. No requirement for dedication of public ways. <br /> <br />EC 9.6810 Block Length <br />No streets are proposed. The proposal is for redevelopment of a site fully served by the <br />existing street network. <br /> <br />EC 9.6815 Connectivity for Streets <br />(2) Street Connectivity Standards <br />(a) All streets and alleys shall be public unless the developer demonstrates that a public <br />street or alley is not necessary for compliance with this land use code or the street <br />connectivity standards of subparagraphs (b) through (f) of this subsection. <br />No streets are proposed. A street would occupy the entire site. Rendering the <br />property undevelopable. Abutting the site to the west is a public alley and to the east <br />is a public street. <br />
