Location and Site Context <br /> <br />The proposed Zone Change applies to Tax Lot 200 of Lane County Assessor’s Map 17-03-08-33 (the <br />“site”), which totals about 0.53 acres or 23,156 square feet. The site is located at 135 Ayres Road. The <br />site is located on the north side of Ayres Road approximately 700 feet west of Gilham Road. <br /> <br />The site is located within the Eugene City Limits and Urban Growth Boundary per the Envision Eugene <br />Comprehensive Plan. The Metro Plan diagram designates the site Commercial. The Willakenzie Area <br />Plan (WAP) also designates the site Commercial (see attachments). The site is currently zoned <br />Agricultural (AG), as is the abutting parcel to the east. The abutting and adjacent properties to the west <br />and north are zoned Low Density Residential (R-1). Parcels south of Ayres Road are zoned Medium <br />Density Residential (R-2). <br /> <br />B. Existing Conditions <br /> <br />The site is relatively flat and developed with a single-unit dwelling, gravel driveway, landscaping, and <br />associated infrastructure. The FEMA Flood Insurance Rate Map 41039C1127F shows the site and <br />surrounding properties are within Zone X, which are areas determined to be outside the 500-year <br />floodplain (see attachments). <br /> <br />The site has frontage on Ayres Road, which is classified as a Major Collector street. The public street <br />frontage is improved with bicycle lanes, curb, gutter, and sidewalks. The area is well served by <br />transportation facilities. The Lane Transit District (LTD) provides fixed routes along Crescent Drive, less <br />than 1 mile to the south, and an express route 96 that connects to Coburg and downtown Eugene. In <br />addition to transit services, the City of Eugene has constructed major bicycle facilities on Ayres Road and <br />area public streets are improved with sidewalks. <br /> <br />III. Relevant Land Use History <br /> <br />The existing single-unit detached dwelling was constructed in 1948. The site was designated Commercial <br />with the adoption of the WAP in 1992. The site was annexed in 1998 (City File No. A 98-35). There is <br />currently an active building permit for an addition to the existing residential dwelling, which is anticipated <br />to be complete in the next couple of months (City File No. 26-00717-01). There are no other known City <br />actions or private land use applications relevant to the site. <br />
