City of Eugene – Zone Change <br />April 23, 2026 <br />Page 6 of 8 <br /> <br /> <br /> <br />Public Schools <br />Eugene School District 4J provides public schools in this area of the community. The site is within the <br />Gilham Elementary, Cal Young Middle, and Sheldon High School districts. <br /> <br />Based on the summary of service provision above, the site is currently served or can be served through <br />the orderly extension of key urban facilities and services. This criterion is met. <br /> <br />(4) The proposed zone change is consistent with the applicable siting requirements set out <br />for the specific zone in: <br /> <br />(a) EC 9.2150 Commercial Zone Siting Requirements. <br /> <br />Finding: Per EC 9.2150, Commercial Zone–Siting Requirements are applicable to the proposed Zone <br />Change. In addition to implementing the refinement plan directive described above, the proposed Zone <br />Change is also consistent with the following siting requirements. <br /> <br />In addition to the approval criteria in EC 9.8865 Zone Change Approval Criteria, the following <br />C-1 Neighborhood Commercial siting requirements apply: <br />(1) New C-1 zones shall be located within convenient walking or bicycling distance of an <br />adequate support population. For new C-1 areas between 4½ and 5 acres, an adequate <br />support population is 4,000 people (existing or planned) within an area conveniently <br />accessible to the site. <br /> <br />The site is located within convenient walking or bicycling distance of an adequate support population. <br />The site is connected to the surrounding residential areas by an interconnected sidewalk system on the <br />adjacent public streets and the bicycle facilities on higher classification streets. As the property is not <br />between 4½- and 5-acres in size, the required adequate support population of 4,000 people is not <br />applicable. This siting criterion is met. <br /> <br />While there is not a specific population total for smaller sites, an estimated proportionate ratio can be <br />applied to the 0.53-acre site. When the average persons per household (2.53 persons) is applied to the <br />total 480 parcels within a convenient 5-minute walk (¼-mile radius) of the site, there is an adequate <br />population of about 1,200 people. Although not applicable approval criteria, based on this proportionate <br />ratio, there is a more than adequate support population within convenient walking or bicycling distance of <br />the site. <br /> <br />(2) New C-1 areas larger than 1.5 acres shall be located on a collector or arterial street. <br /> <br />The site is 0.53 acres and located on Ayres Road, a major collector street. The 1.5-acre maximum size <br />limit is not applicable. <br /> <br />
