The Envision <br />Eugene Comprehensive Plan is not applicable to the proposed Zone Change application. <br /> <br />(2) The proposed zone change is consistent with applicable adopted refinement plans. In <br />the event of inconsistencies between these plans and the Metro Plan, the Metro Plan <br />controls. <br /> <br />Finding: The applicable refinement plan is the Willakenzie Area Plan (1992) (WAP). The WAP Land Use <br />Diagram designates the site Commercial. The WAP includes adopted general policies in the Land Use <br />Element, as well as policies that are specific to subareas. The site is located within the Unincorporated <br />Subarea. The proposed C-1 zone is directed by Unincorporated Subarea Policy 17, as excerpted below. <br /> <br />17. The Neighborhood Commercial C-1 node, as depicted on the Willakenzie Land Use Diagram, <br />shall front on Ayres Road and shall be separated from Gilham Road by medium-density <br />residential development. <br /> <br />City staff have previously determined that the site is designated Commercial by both the Metro Plan and <br />the WAP land use diagrams. Policy 17 further defines the limits of this commercial area. Per the directive <br />in Policy 17, the only zone that can be applied to the site is the C-1 Neighborhood Commercial. <br />Therefore, the proposed Zone Change is consistent with the WAP and this criterion is met. <br /> <br />(3) The uses and density that will be allowed by the proposed zoning in the location of the <br />proposed change can be served through the orderly extension of key urban facilities <br />and services. <br /> <br />Finding: The subject site is located within the UGB and City limits. It is currently developed with a single- <br />unit detached dwelling, and the necessary key urban facilities and services are currently available. See <br />the attached Existing Conditions Plan. As defined in the Metro Plan, these facilities and services include <br />City- or district-provided wastewater service, stormwater service, transportation, solid waste <br />management, water service, fire and emergency medical services, police protection, city-wide parks and <br />recreation programs, electric service, land use controls, communication facilities, and public schools on a <br />district-wide basis. The specific provider and summary of the existing facility type or service is listed <br />below. <br /> <br />Wastewater <br />The City of Eugene, as a member of the Metropolitan Wastewater Management Commission, provides <br />wastewater service to the site. An 8-inch wastewater line is located within the Ayres Road right-of-way <br />according to available public records online. See the attached Existing Conditions Plan. <br /> <br />
