A lot or parcel with frontage on two or more streets of different street classifications <br />shall comply with EC 7.420(1)(c). <br /> <br />Adjustment #1: EC 9.5550(4)(b)(5)(a) Lots or parcels with frontages on major collectors and/or <br />arterials streets must meet the access connections standards applicable to major collectors <br />and/or arterials located in EC 7.420(2). <br /> <br />EC 7.420(2) Access Connections to Arterial and Major Collector Streets. In addition to the <br />standards set forth in this EC 7.420(1), access connections to arterial and major collector streets <br />shall be located in accordance with the following standards. <br /> <br />(a) Except when an existing lot or parcel is located entirely within the intersection influence <br />area, no access connection to an arterial or major collector street shall be located within <br />the intersection influence area. If an existing lot or parcel is located entirely within the <br />intersection influence area, an access connection, of minimum width, onto an arterial or <br />major collector street will be permitted provided the access connection is located along <br />the property line furthest from the intersection. <br /> <br />According to the applicant’s written statement, all three existing access connections will be <br />closed, and access to the development site will be provided via a shared driveway and new <br />access connection on High Street, a minor arterial. <br /> <br />The intersection of East 15th Avenue and High Street is partially controlled by stop signs. The <br />influence area is not illustrated on the applicant’s plan; however, staff confirms that the <br />intersection influence area for High Street -- identified as the primary street and classified as a <br />minor arterial -- extends 100 feet south from the centerline of East 15th Avenue, the secondary <br />street classified as a local street. <br /> <br />Tax Lot 06500 is located entirely within the intersection influence area. As a result, an access <br />connection of minimum width may be located along the property line farthest from the <br />intersection. The applicant proposes to construct one shared 20-foot-wide access connection <br />(the minimum width for Middle Housing developments on two or more lots) near the southerly <br />property line of Tax Lot 06500 and across adjacent property to the south under same <br />ownership (Tax Lot 06501). Tax Lot 06501 is not located within the influence area. <br /> <br />The proposal satisfies this requirement by complying with the standards for lots that take <br />access from properties situated entirely within the intersection influence area. <br /> <br />(b) Access connections shall be spaced on the street classification as set out in the chart <br />below. The spacing area shall be measured from the edge of one access connection to <br />the leading edge of another access connection. <br /> <br />Street Classification Spacing of Access Connections <br />Major Arterial 200 <br />Minor Arterial 150
